DESCRIPTION
Under general direction, manages, coordinates, organizes, and oversees the centralized Agency’s Commission on Accreditation for Law Enforcement Agencies (CALEA) Accreditation program and requirements to ensure adherence and compliance by the Alameda County Sheriff’s Office; supervises subordinate staff; and performs other related work as assigned.

DISTINGUISHING FEATURES

This single-position, non-sworn classification is located in the Alameda County Sheriff’s Office and reports directly to the Lieutenant of Support Services.  This classification will serve as the Administrator for the Agency’s three (3) CALEA Accreditations (Law Enforcement, Public Safety Training Academy, and Public Safety Communications). The incumbent provides training and direction to agency personnel; coordinates activities related to the CALEA accreditation process; conducts research of policies and procedures, facilitates on-site inspections, gathers information, reviews, and maintains files and makes recommendations for changes to written directives and/or policies and procedures.

This position differs from the lower-level classification of Sheriff’s Technician within the CALEA program in that the latter assists in the collection and dissemination of accreditation materials while the former is a first-line supervisor, exercising the full range of supervisory responsibilities of the day-to-day operations of the program.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Supervises, reviews, directs, and evaluates the work of technical and clerical staff in the CALEA unit; trains staff in work procedures.
  2. Serves as the subject matter expert for CALEA accreditation; provides guidance, information, and direction to agency personnel involved in the accreditation process; provides technical training and assistance to other staff and management in the agency.
  3. Plans, organizes, coordinates, and schedules CALEA on-site accreditation inspections, assessments, and file reviews.
  4. Conducts quality assurance or compliance checks and assessments and submits annual agency reports and summary reviews to applicable accreditation entities.
  5. Monitors changes in accreditation standards, operations, reporting requirements, trends, and other issues that may affect the continuing accreditation status of the Sheriff’s Office and alerts management to anticipated changes and impacts.
  6. Maintains and prepares accreditation compliance files, research policy, conducts interviews and surveys of other jurisdictions concerning their programs, and updates directives to correspond with periodic changes to accreditation standards.
  7. Proposes, develops, and conducts special projects and activities aimed at enhancing the agency’s compliance with CALEA standards.
  8. Performs continuous analysis, makes recommendations on agency policy, procedures, and activities, and works with agency personnel to ensure written directives comply with CALEA standards.
  9. Collects proofs of compliance for auditing purposes and produces appropriate reports in accordance with CALEA accreditation standards.
  10. Acts as the agency’s liaison and primary point of contact to other departments, government agencies, or law enforcement organizations for CALEA accreditation and compliance-related matters.
  11. Operates a variety of standard office equipment including a computer and various software.
  12. Performs other related duties as required.


MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university (180 quarter units or 120 semester units) with major coursework in Business Administration, Public Administration, Public Policy, Law, Criminal Justice, or a closely related field.

AND
Experience:

The equivalent of three (3) years of full-time para-professional level experience involving the development and creation of policy documents, conducting complex research and analysis, or working with regulations and laws related to maintaining a compliance program at a private or public agency. Experience in accreditation, law enforcement, or criminal justice setting is preferred.

Substitution

The equivalent of three (3) additional years of full-time experience as outlined above may be substituted for the education on a year-for-year basis.

Special Requirements:  

  1. A thorough background investigation will be conducted on all prospective candidates.
  2. All candidates must possess a valid California State Motor Vehicle driver’s license. 
  3. May drive a county or personal vehicle to attend meetings.

  • Prepare clear and accurate reports, correspondence, procedures, and other written materials.
  • Represent the agency in meetings with others.
  • Organize and prioritize work to meet critical deadlines.
  • Exercise sound judgment within established guidelines, policies, and procedures.
