DESCRIPTION
Under general direction, the Senior Code Enforcement Officer supervises the day-to-day activities of the Code Enforcement Division within the Planning Department of the Community Development Agency; enforces existing and new code requirements; ordinances; administers and evaluates functions for the division and the Department; and performs related work as required.

DISTINGUISHING FEATURES 

This Senior Code Enforcement Officer classification is located in the Community Development Agency and reports to the Assistant Deputy Director, Community Development Agency. This position is the first-level management position in supervising the Code Enforcement Division within the Planning Department. The Senior Code Enforcement Officer is responsible for the administration, supervision, training, and ensuring the quality of work of subordinate personnel in the division.  The employee plays a major role in the administrative capacity for the Agency as a whole. This classification differs from the next higher classification of Assistant Deputy Director in that an Assistant Deputy Director is responsible for directing, administering, and evaluating the operations of a division in a functional department and for representing the Division, Department, and County as required. This classification differs from the next lower classification of Code Enforcement Officer III in that a Code Enforcement Officer III does not have administrative or supervisory responsibilities.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Organizes, directs, assigns, provides support, and reviews the work of assigned personnel responsible for investigating alleged violations of the County Zoning Regulations, Neighborhood Preservation and Abandoned Vehicle Ordinances, and other related codes and ordinances.  In addition, the Senior Code Enforcement Officer investigates cases by interviewing the public, researching pertinent records, interpreting relevant code or ordinance sections, inspecting the alleged violations, and writing reports with findings and recommendations. 
  2. Oversees monitoring and compliance of Code Enforcement projects and programs.
  3. Reviews and resolves complex code enforcement assignments, problems, and conflicts independently and/or with other County staff, property owners, business owners, tenants, and contractors.
  4. Investigates and responds to a variety of inquiries, complaints, and requests for service.
  5. Evaluates established policies, processes and procedures; recommends and implements related service improvements. 
  6. Coordinates work between divisions in the Planning Department and other County Departments and Agencies.
  7. Reviews resolved code violations to ensure that proper procedures have been carried out and ensures all code compliance activities are completed in a timely and professional manner.
  8. Attends meetings of the Board of Supervisors, Planning Commission, Board of Zoning Adjustments, and other bodies to present reports and Department recommendations or other information.
  9. Interviews prospective employees and makes recommendations for hiring; trains and supervises professional staff; assigns and reviews employees' work; evaluates employee performance and makes recommendations for promotion or disciplinary actions/terminations.
  10. Assists in department administration, including budget requests and justifications, record keeping and annual reports, strategic planning, internal policy development and implementation, personnel matters, etc.
  11. Represents the department or the County before community groups, and other bodies; acts for Assistant Deputy Director in his or her absence.


MINIMUM QUALIFICATIONS


EITHER I
Experience

The equivalent of one (1) year of full-time experience in the classification of Code Enforcement Officer III in the Alameda County classified service. 

OR II 
Education:

Possession of a bachelor's degree in business administration, planning, public administration, public protection, or a related field from an accredited college or university.

AND
Experience:

The equivalent of four (4) years of full-time, increasingly responsible, professional experience in code enforcement or investigative work for a public agency in zoning, law enforcement, building inspection, or health inspection, directly dealing with related complaints from the public, with at least one (1) year of which was spent in a supervisory capacity. 

License and Certification Requirements:

Must possess and maintain a valid California Motor Vehicle Operator’s License.

Must possess and maintain a Code Enforcement/Compliance Officer certification from an accredited professional organization.

Special Requirement:  

Employees may be required to attend meetings, events, and conduct work in the course of performing their duties in evenings and weekends.
