DESCRIPTION

Under general direction, assists agency personnel in writing grant proposals, coordinates grant implementation and management, organizes and directs special projects, and performs related work as assigned. DISTINGUISHING FEATURES This single position classification reports to the Lieutenant in charge of Support Services. The incumbent may work independently and is responsible for providing professional, administrative, and technical services for the organization and direction of special projects or programs. The position coordinates and implements administration of new grant opportunities and other revenue enhancement activities. The position represents the Sheriff’s Office in transactions with other departments, government agencies, or interested community groups. |

Each individual in the classification does not necessarily perform all duties listed. 1. Develops monitoring and reporting systems to measure effective grant compliance. 2. Evaluates existing programs by gathering information, reviewing files, researching policy, directives and regulations, conducting surveys and interviews, and contacting other agencies concerning their programs. 3. Researches federal, state and private foundation grant and resource opportunities and makes referrals for agency consideration. 4. Assists in developing funding sources by identifying, researching, and assessing new grant opportunities and revenue enhancements. 5. Prepares and completes agency grant applications submitted for funding consideration. 6. Performs technical, analytical, and professional tasks with particular emphasis on the collection, interpretation, aggregation, and the incorporation of data into proposals. 7. Works with relevant areas within the agency to produce grant applications, collaborative proposals, and other appropriate resource development materials. 8. Provides information and guidance as requested to other agency personnel involved in grant and resource development. 9. Assists in the development of all grant and contract management systems, including files, databases, grants processing protocols, and contract monitoring procedures, and is responsible for on-going maintenance and refinement of those systems. 10. Performs other related duties as assigned. 11. Promotes an understanding of the professional benefits of obtaining external funding by identifying funding opportunities that best match the interests of the organization. 12. Facilitates the development of proposals including the writing of such proposals. 13. Develops collaborative grant opportunities with County departments and external organizations. 14. Encourages effective participation by staff in the grant writing process by assisting in training and developing plans for seeking external funding, identifying funding opportunities, and developing competitive proposals. 15. Assists in the preparation and analysis of regularly scheduled and special-requested reports regarding externally funded grant activities. 16. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required by the department. 17. Assists in the initial implementation of new grant programs, as needed, directly related to assurance in meeting grant or contractual requirements. 18. Assists with the preparation and writing of press releases of recently awarded grants and contracts. 19. Represents the department at proposers’ conferences, information sessions, and funder/community meetings. 20. Maintains a library of pre-approved form documents, contract clauses, templates, historical documents, and adds or revises material as needed. |
MINIMUM QUALIFICATIONS

Education: Equivalent to graduation from an accredited four year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, law, or a social science. (Additional experience as outlined below may be substituted for the education on a year-for-year basis.) AND Experience: The equivalent of two years of full-time increasingly responsible management, , program administration, , contracting, law, grants administration preferably in a law enforcement environment. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.. |
