DESCRIPTION
Under general direction, this position is responsible for coordinating agency-wide policy review and analysis with the Sheriff’s Oversight Body; supporting the department’s strategic planning efforts; leading the development and outlining of an implementation strategy for complex departmental initiatives and programs; and performing related duties as required.

DISTINGUISHING FEATURES

This is a single-position classification located in the Alameda County Sheriff’s Office and reports to the Sheriff.  The incumbent will support various programs and monitor the agency’s overall response to county policy changes, along with conducting best practice reviews and policy analysis. The Chief Policy and Strategic Officer, Sheriff’s Office classification acts as a liaison with the Sheriff’s Oversight Body and works in collaboration with the Sheriff’s Office's major divisions, programs, and units as well as other external county partners and community stakeholders.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Assist agency divisions in the development of plans, goals, objectives, policies, and procedures as they relate to the Sheriff’s Office's multi-year strategic plan. 
  2. Collaborates with executive management staff in the development of the Sheriff’s Office's strategic plan and works with the divisions to develop recommendations on the establishment of policies.
  3. Coordinates with Executive Management and responds to citizens, community-based organizations, and public and private organizations inquiries related to changes in Sheriff’s Office policy and practice.
  4. Coordinates engagement around Sheriff’s Office policy and practice changes with the Board of Supervisors, the Sheriff’s Oversight Body, or other county government agencies; coordinates intra- and inter-departmental matters necessary to ensure timely completion of responses to inquiries, facilitates and troubleshoots the solution of problems associated with designing, implementing, leading, and completing policy and practice changes.
  5. Establishes and maintains contact with the Sheriff’s Oversight Body, community-based organizations serving the incarcerated population and those with behavioral health needs, and any groups formed to inform policing reform in Alameda County.
  6.  Acts as a liaison with the incoming Sheriff’s Oversight Board and the direct connection from the Sheriff’s Office to the Office of the Inspector General and the Civilian Oversight Board.
  7. Provides information to, tracks, and responds to all inquiries made by the Sheriff’s Oversight Body, ensures Sheriff’s Office initiatives meet customer needs and regulatory guidelines; chairs project management meetings; prepares and presents project reports for the agency, the Board of Supervisors, Sheriff’s Oversight Body, and community organizations.
  8. Coordinates and develops the production of various documentation for impacted operating departments and Executive Management.
  9. Perform other duties as assigned.


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university in social welfare, planning, public administration, public policy, criminal justice, or a closely related field.

AND
Experience:

The equivalent of six (6) years of increasingly responsible full-time, professional-level experience in policy analysis and creation, planning, or evaluation of the delivery of criminal justice-related programs and services in a public safety agency, government agency, social planning, or community organization.

Substitution:

Possession of a master’s degree in social welfare, planning, public administration, public policy, or a closely related field may be substituted for two (2) years of the required experience.

Special Requirements:

  • A thorough background investigation will be conducted on all prospective candidates.
  • All candidates must possess a valid California State Motor Vehicle driver’s license.
