DESCRIPTION

Under general supervision, performs journey-level locksmith work, including installing, adjusting, rebuilding, replacing, and maintaining a variety of locks and locking devices; develops and maintains master key systems; maintain effective records related to locksmithing tasks and performs related work as required in County-owned buildings, including detention facilities.

DISTINGUISHING FEATURES

These positions are located in the Building Maintenance Department of the General Services Agency (GSA), and report to a Supervisor, Carpentry, Paint, and Lock Services.  Locksmiths perform journey-level locksmith work with minimal supervision.  This classification is distinguished from the higher-level classification of Supervisor, Carpentry, Paint and Lock Services in that the latter is supervisory in nature and has overall responsibility for the operations of a Carpenter/Paint/Locksmith Shop.



EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Not all duties listed are necessarily performed by each employee in the classification.

  1. Installs, adjusts, maintains, repairs, fabricates, and rebuilds locks.
  2. Installs, adjusts, rebuilds, replaces, maintains, and services a variety of locking equipment, including sliding door locking cylinders, automatic door openers, hinges, electronic and electronic access controls in County-owned buildings and detention facilities.
  3. Duplicates keys and pinning cylinders using master key system; issues keys and locks and keeps related records.
  4. Picks locks and extracts objects using special tools and devices. 
  5. Adjusts and services related to door closing and locking devices, including panic device hardware.
  6.  Establishes, expands, and modifies master key coding systems.  Maintains central key control records and security of keys, codes, combinations, and location and possession of keys.
  7. Changes key and cylinder combinations in accordance with changes in master key system.
  8. Uses various power and hand tools in the fabrication, modification or repair of lock and panic device hardware. 
  9. Uses a computer to store and retrieve key codes in a database, keeps inventory of supplies, research parts, order materials, and access specific training.  
  10. May direct and/or train as required. Training may include procedures or methods related to locksmith operations, work order requests, or explanation of required materials and supplies.
  11. Maintains safety awareness and a clean work environment; follows policies and procedures and instructions given by supervisors and leads.
  12. Installs and maintains keypad locking access control systems, including battery-operated.
  13. May assist departments or vendors in diagnosing card reader access control system installations and issue.


MINIMUM QUALIFICATIONS

Experience:

The equivalent of three (3) years of full-time field journey-level locksmith experience.

License:

Possession of a valid California Motor Vehicle Operator's license.

Possession of formal locksmith training course completion certificates is desirable.

Special Requirements:

Must be able to obtain and maintain security clearance.

Must be able to travel to various County locations using a county vehicle.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Methods, materials, tools, and equipment used in repairing locks and making keys.
  • Design, construction, installation, operation, adjustment, repair, rebuilding, and maintenance of locks, including standard cylinders, cipher locks, cabinet locks, desk and file cabinet locks, locking devices, and door closures.
  • Master key systems.
  • Fabrication of master keys.
  • Uniform Building Code, Uniform Fire Code, ADA (Americans with Disabilities Act) codes pertaining to doors, entrances, and exits, and OSHA (Occupational Safety and Health Administration) codes pertaining to safety.
  • General construction safety, including use of MSDS (Material Data Safety Sheets).
  • Low voltage electrical systems.
  • Keypad (battery-operated) locking systems.
  • Mathematical calculations required to perform locksmithing tasks.
  • Basic computer skills, including Microsoft Word, Excel, Outlook, and Internet use.

Ability to:

  • Set up and read master key systems.
  • Decipher key code systems. 
  • Install, maintain, adjust, and repair all types of locking devices.
  • Read shop drawings and work from plans, specifications, and sketches.
  • Estimate labor and materials costs.
  • Work independently and as a team member.
  • Communicate, collaborate, and coordinate with other trades.
  • Plan, organize, and prioritize assignments, tools, data, and information.
  • Acquire knowledge required to install, maintain, and repair locks and hardware in detention facilities.
  • Maintain accurate records in computerized and handwritten formats.
  • Deliver exceptional customer service.
  • Communicate and take direction effectively, both orally and in writing.
