DESCRIPTION

Under general direction, to supervise the work of Carpenters, Locksmiths, Painters, Building Maintenance Workers and others as assigned to carpentry, painting, remodeling and maintenance tasks; and to do related work as required.
DISTINGUISHING FEATURES This classification is specific to the General Services Agency and reports to a Facilities Manager. Incumbents in this class are responsible for the timely, efficient and error-free completion of maintenance and remodeling projects in County-owned facilities. This class is distinguished from the higher level class of Facilities Manager in that the latter is responsible for overall administration and planning of facility maintenance and operations and recommends and implements policy and procedure. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. 2. Acts as project manager for maintenance and remodeling projects including flooring replacement projects. Receives work orders; prioritizes work; plans and lays out work; assigns work; inspects work in process and/or upon completion. 3. Keeps time and progress records on work performed and ensures work orders are completed in a timely manner. 4. Researches available construction/remodeling products and supplies and requisitions material as needed. Maintains an inventory of equipment and supplies. 5. As assigned, estimates cost, time and materials required for specific jobs and inspects work let out on contract for compliance with specifications. 6. May instruct and supervise detainees, alternative work program staff or other staff as assigned to assist in a variety of construction and maintenance tasks. 7. Contacts vendors in order to obtain competitive bids and evaluates products and materials for potential use in completion of maintenance tasks. 8. Maintains a safe environment; trains employees in safety compliance, and provides regulatory and technical expertise. |
MINIMUM QUALIFICATIONS

Either I
Experience: The equivalent of two years’ full-time experience as a Carpenter, Locksmith or Painter in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. Or II Experience: The equivalent of five years’ full-time experience performing project management of journey-level carpentry, painting and/or locksmithing maintenance and remodels which demonstrate possession of the knowledge and abilities listed below. Two years of this experience must include full-time supervisory experience. License: Possession of a valid California Motor Vehicle Operator’s license. Special Requirements: Must be able to obtain and maintain security clearance. Must be on call after hours, weekend and holidays. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of: • Modern methods, materials, and equipment used in rough and finished carpentry, cabinetmaking, and related construction and maintenance crafts. • Methods, tools and equipment used in the painting trade including color matching and paper hanging. • Methods, materials and tools used in locksmithing. • Safety practices including rigging and the use of scaffolds. • Injury and illness prevention programs and occupational health and safety practices, Life Safety codes and National Fire Protection Association (NFPA). • Building, hospital and jail regulations and codes and the ability to research and appropriately apply them. • Uniform Building Codes, ADA and OSHA guidelines. • Project management of small, multi-disciplinary tenant improvement projects. • Basic computer software, i.e., Word, Outlook and Computerized Maintenance Management Systems (CMMS) Ability to: • Manage and schedule jobs. • Communicate effectively orally and in writing. • Plan, supervise, review and evaluate the work of others. • Estimate costs. • Maintain accurate records, plan and lay out work, including preparation of working drawings and sketches, carpentry, cabinet making and related construction and maintenance crafts. • Work harmoniously with maintenance personnel in scheduling and completing carpentry, painting, locksmithing-tasks with a general understanding of electrical and mechanical support as it relates to building maintenance. • Maintain maintenance records and accreditation and licensing records. • Make effective decisions. • Demonstrate leadership. • Plan and organize. • Develop, prepare and analyze budgets. • Demonstrate interpersonal sensitivity. • Demonstrate flexibility. • Adapt to rapidly changing work conditions and deadlines. • Maintain a safe work environment. • Use computer and general software programs in the performance of day to day administrative tasks. |
