DESCRIPTION
Under general supervision, to perform the work of a journey-level painter on the interior and exterior of County structures and to do related work as required.


DISTINGUISHING FEATURES

These positions are located in the Building Maintenance Department of the General Services Agency and report to a Supervisor, Carpentry, Paint and Lock Services. Painters perform journey-level painting work with minimal supervision. This class is distinguished from the higher level classification of Supervisor, Carpentry, Paint and Lock Services in that the latter is supervisory in nature and has overall responsibility for the operations of a Carpenter/Paint/Locksmith Shop.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Prepares for painting jobs, including erecting scaffolding; prepares newly installed drywall for paint; prepares surfaces to be painted by cleaning, washing and/or removing old paint from surfaces to be painted; spreads drop cloths over floors and room furnishings; covers surfaces such as door frames and windows with masking tape and paper.
2. Prepares paints, and lacquers; selects, harmonizes, and mixes colors in proper proportions; mixes and applies putty.
3. Performs corrective and preventive maintenance on exterior and interior of buildings; paints, lacquers or enamels exterior and/or interior of buildings, including patching surfaces, and painting and finishing newly made partitions, window casings, doors, cabinets, cases, plaster, and woodwork; paints fences, benches and other outdoor structures.
4. Strips, fills, paints, and finishes furniture and equipment.
5. Operates spray guns and other mechanical painting equipment and maintains compliance documentation for spray booth use including material types and quantities utilized; may use boom lifts, scissor lifts and forklifts.
6. Maintains brushes and other tools in good condition and maintains good housekeeping in work areas.
7. Follows verbal and written instructions from supervisor and lead regarding assignments.
8. May do vinyl hanging, paper hanging, glazing, or lettering as assigned.
9. May direct, lead and/or instruct the work of others, including maintenance personnel, and non-journey level workers.
10. May drive a County vehicle in performance of regular duties.


MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of four years full-time experience in the class of Building Maintenance Worker II in the Alameda County classified service (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II
Education:

Successful completion of a recognized four-year apprenticeship in the painting trade.

And
Experience:

The equivalent of one year recent, full-time, journey-level paid experience in interior and exterior painting of houses, commercial buildings or related structures for a licensed painting contractor. Additional experience as a journey-level painter may substitute for an apprenticeship on a year for year basis.

License:
Possession of a valid California Motor Vehicle Operator's license.

Special Requirements:
Must be able to lift and carry five gallon buckets of paint.
Must be able to climb and work from ladders or scaffolding.
Must be able to work in confined areas.
Must be able to wear a respirator.
Must comply with the medical surveillance program related to lead and asbestos, as required by OSHA/Cal-OSHA.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Practices, materials, tools and equipment used in the painting trade, including the preparation of surfaces, the application of paints and paint products, the use and care of brushes and equipment, and the mixing and matching of paint products.
• Safety procedures.
• Staging equipment.
• Hazardous materials awareness (asbestos, lead paint, MSDS, etc.).
• Basic computer skills including knowledge of Outlook.


Ability to:

• Use and maintain a variety of brushes, sprayers, tools and equipment of the painting trade.
• Harmonize, mix and match colors.
• Hang paper or vinyl.
• Assemble and stage equipment, including ladders, scaffolding and swing stages.
• Direct, lead and/or instruct non-journey level workers.
• Follow general and detailed verbal and written instructions.
• Establish and maintain cooperative working relations with employees and the general public.
• Plan, organize, prioritize and keep track of assignments and materials.
• Provide excellent customer service.
• Collaborate and coordinate with other trades.
• Follow safety and security procedures.
• Communicate clearly both orally and in writing.
