DESCRIPTION

Under general supervision, to perform the work of a journey-level plumber; including installing, maintaining, and repairing gas, steam, plumbing and relaxed fixtures, pipes, and fittings in structures; and to do other related work as required.

DISTINGUISHING FEATURES

Positions in this classification are located in the General Services Agency (GSA) and reports to a Buildings and Plant Maintenance Supervisor. The Plumber is distinguished from the next higher classification of Buildings and Plant Maintenance Supervisor in that the latter has supervisory responsibility over a group of employees in the following classifications: Automatic Guided Vehicle Technician, Building Equipment Maintenance Worker, Building Maintenance Laborer, Electrician, Plumber, and/or Stationary Engineer. Furthermore, the Buildings and Plant Maintenance Supervisor has oversight over the day-to-day operation, maintenance, installation, and repair of building and plant equipment for a group of County buildings or a large medical or detention institution. Whereas a Plumber is responsible for performing work related to the plumbing system.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

Designs and installs plumbing systems for minor remodeling projects in accordance with applicable codes. Performs corrective and preventive maintenance on all types of plumbing systems and components.
Installs water service piping and taps water and sewer mains and laterals.
Installs and repairs steam and hot water systems and renews pipes, valves, and fittings.
Repairs and replaces valves, fittings, ballcocks, and other fixtures; cuts and threads pipe; packs faucets; repairs water supply, waste, and drainage pipes.
Cleans out drains and obstructions in water and sewer systems.
Reads and works from shop drawings, maintenance manuals, and blueprints.
Maintains and cares for inventory of plumbing tools, supplies, and equipment. Orders parts and materials as assigned.
Maintains appropriate records pertaining to work schedules, log of shift operations and meter readings, and inventory.
May operate and perform corrective and preventive maintenance on a variety of pumps, which may include a pre-treatment sewage plant.
May operate the necessary equipment to install, repair, and reach plumbing systems.
May assign and direct the work of contractors, maintenance personnel, and other helpers as directed.
May train, instruct, and explain applicable work/safety-related procedures and codes to others as directed.
May install or repair medical gas systems, including but not limited to oxygen, nitrogen, nitrous oxide, medical air, and vacuum systems.
May test, install, and operate backflow preventors.

MINIMUM QUALIFICATIONS

Education and Training:

EITHER I

Completion of a four (4)-year apprenticeship in the plumbing trade

AND

Experience:

The equivalent of one (1) year of full-time experience as a journey-level plumber.

OR II

Experience:

The equivalent of five (5) years of full-time experience as a plumber.

License:

Possession of a valid California Motor Vehicle Operator’s license for all patterns listed above.

Certification:

Possession of a valid Backflow Preventer Testing Certificate within twelve (12) months of employment for all patterns listed above.

Physical Characteristics:

May require heavy lifting, working from a ladder and working in a confined area.

Special Requirement:

Must be able to obtain and maintain security clearance.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

Theory and operation of all plumbing systems, including medical gas systems, equipment, installations, and tools.
National Plumbing Code.
Basic mathematics.
Working knowledge of building and safety codes, practices, and procedures related to plumbing.

Ability to:

Apply a wide range of technical skills and/or procedures appropriately.
Gather and analyze data in order to diagnose and repair problems.
Pay attention to detail, especially with instructions.
Communicate effectively.
Build strategic work relationships.
Have safety awareness and stop work authority related to job duties.
