DESCRIPTION

Under general direction, to assist the Deputy Director, GSA-Communications, in the administration of the Communications Department of the General Services Agency. Positions in this classification are responsible, through subordinate staff, for planning, designing, installing, repairing and maintaining the telecommunications systems and services of the County; also to maintain liaison with users of radio, electronic and telephone equipment maintained by the County; and to do related work as required.
DISTINGUISHING FEATURES Incumbents of these positions act as the principal assistant to the Deputy Director, GSA-Communications; and supervise the activities of either Electronic Systems Division or the Telephone Systems Division. Manager, Communications Department, is distinguished from the Deputy Director, GSA-Communications, in that the latter has overall responsibility for the planning, organizing, coordinating and directing of both the Telephone Systems Divisions and the Electronic Systems Division, whereas, the former has responsibility for the operation of either the Electronic Systems or the Telephone Systems Division. |
EXAMPLES OF DUTIES

1. Plans, organizes, directs, evaluates and coordinates the operation of either the Electronic Systems Division or the Telephone Systems Division of the GSA-Communications Department; directs the work of subordinate staff, consultants, and contractors to deliver high-quality, cost-effective telecommunications services. 2. Supervises Division personnel, develops staff to accomplish assigned work, evaluates performance of employees, participates in personnel selection interviews and makes recommendations regarding personnel actions. 3. Reviews and prepares requests for information, quotations and proposals and other specifications and/or technical documents; evaluates bids, recommends awards, oversees the procurement, delivery and installation of equipment. 4. Develops, negotiates, and administers maintenance contracts and service agreements where the County is either the provider or the customer. 5. Assists the Deputy Director in preparation of annual telecommunications budget for County agencies and departments. 6. Identifies requirements for capital purchases, directs the payment of Division expenses and the billing for telecommunications services and monitors Division Internal Service Fund expense accounts. 7. Keeps current on new technology and regulations in order to meet the County’s telecommunications needs; performs short- and long-range planning to implement new technology and services. For Manger, Electronic Systems Division 8. Plans and directs the installation, operation and maintenance of electronic equipment, microwave and radio communications systems and devices for various County, City, State, district and Federal government agencies, in compliance with Federal Communications Commission (FCC) regulations. 9. Oversees management of GSA-Communications Department Local Area Network and Communications Management System. 10. Prepares and submits reports to the FCC, including applications/renewals for requisite licenses. 11. Supervises physical inventories of parts stocked at Communications Shop. For Manager, Telephone Systems Division 12. Manages all county telephone and voice-messaging systems and related voice and data services. 13. Evaluates and monitors county telephone, voice messaging, video and telemanagement systems and services. 14. Plans, designs and oversees the installation of complex equipment, telecommunications systems and cabling for voice, data, video and network services. |
MINIMUM QUALIFICATIONS

Either I Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. |
KNOWLEDGE AND SKILLS

Supplemental Knowledge for Manager, Telephone Systems Division • Telephone switching systems, private networks, traffic engineering, voice messaging and voice-processing systems, and cabling systems; voice, data, video products and services; financial analysis concepts and project management. Ability to: • Evaluate departmental needs for communications services and make necessary recommendations. • Conduct technical communications studies and prepare comprehensive written reports. • Plan and supervise the work of employees. • Maintain interpersonal relationships with officials, staff of other agencies and co- workers. • Maintain technical records and prepare clear, concise reports. • Understand, interpret, and apply regulations and Federal, State and local legislation. • Speak clearly and effectively. • Make effective oral presentations. • Perform data collection, interpretation and evaluation pertaining to communication systems. • Analyze situations accurately and take effective action. • Develop long-range plans and programs in conformance with County projects and policies. |
