DESCRIPTION

Under general direction, to manage the operation of the Motor Vehicle Division of the General Services Agency, and to do related work as required.  

DISTINGUISHING FEATURES

The Manager, Motor Vehicle Division, is a single-position classification within the General Services Agency that reports to the Transportation Services Manager. This position is responsible for the operational management and fleet data analytics, including software management, dashboarding and reporting for the Motor Vehicle Division. Additionally, this position is responsible for the light duty repair shops, fleet systems, division key performance indicators, preventative maintenance compliance and vehicle upfitting. The class of Manager, Motor Vehicle Division, is distinguished from the lower level class of Auto Mechanic Supervisor, in that the latter is responsible for the maintenance and repair of Alameda County’s fleet of automobiles, motorcycles, vans and light duty trucks, while the former is also responsible for light vehicle acquisition, motor pool assignments and vehicle maintenance.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Manages the operation of a fleet of light vehicles. Plans, organizes and supervises light vehicle maintenance, assignment and fueling systems, and recommends changes to these systems to maximize the use of division resources.

2. Researches, analyzes, interprets and reports on key performance indicators (KPIs) for the Motor Vehicle Division fleet with emphasis on vehicle life-cycle costs, utilization, composition, staffing, downtime, alternative fuel and other indicators. Develops metrics and a best practices guide to aid with future fleet decisions.

3. Plans and directs a preventative maintenance program for the light vehicle fleet. Establishes and keeps current work standards necessary to provide effective and efficient use and maintenance of County vehicles.

4. Supervises directly the Auto Mechanic Supervisor, Telecommunications Equipment Installers, Administrative Assistant and Specialist Clerk I and indirectly supervises Auto Mechanics, Auto Service Workers, and Transportation Services Attendants through the Auto Mechanic Supervisor.

5. Recommends Motor Vehicle Division policies to the Transportation Services Manager. Implements division, departmental and agency policies within the division.

6. Reviews operational and vehicle utilization records and confers with staff to determine the parts, materials and equipment needed for the County’s vehicle program; initiates requisitions for supplies and equipment, contractual repair services, vehicles and related equipment.

7. Tracks vehicle fuel consumption (MPG) across different vehicle and fuel types; implements automated systems to improve data collection and reporting on fuel usage; monitors trends in vehicle miles travelled (VMT) by fleet and employee usage, and prepares regular reports on fuel use KPIs for customers and executive management.

8. Conducts an annual analysis of the fleet to determine the vehicle replacement schedule. Identifies opportunities to reduce fleet size through the elimination of under-utilized vehicles and identifies opportunities to transition to advanced-fuel vehicles during replacement cycles. Assists the Transportation Services Manager with vehicle specifications and ordering needs of the division.

9. Evaluates employee performance; directs technical training to ensure that staff stay abreast of technological advancements as they relate to vehicle repair and maintenance. Provides technical advice to staff.

10. Maintains technological proficiency by reviewing online catalogs, manuals, trade journals and similar materials; reviews mileage and maintenance records, cost estimates, bids on automotive repairs, and other data; recommends contracts for repair work.

11. Supervises the maintenance of personnel, operational and cost records; reviews accident reports and processes small claims resulting from traffic accidents involving County vehicles.

12. Assists and advises the Transportation Services Manager on vehicle utilization and maintenance problems; makes budget estimates, provides cost and operational data for division, and controls division expenditures.

13. Manages sustainable fleet operations.


MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of two years of experience in the class of Auto Mechanic Supervisor or in an equivalent of higher-level class in vehicle repair or fleet operations in the Alameda County classified service.

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

Education and Experience:

Any combination of education, training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

Possession of a Bachelor’s degree from an accredited college or university.

Experience:

The equivalent of two years of full-time supervisory experience in fleet management that included data analytics and policy development. Experience must demonstrate possession of excellent interpersonal, communication, planning and organizing, customer services, problem solving and analytical abilities in the support of fleet information systems.

Desirable:
Experience with the use of Access, Crystal, SAP or SQL database applications.

License:

Possession of a valid California Motor Vehicle Operator’s license.
