DESCRIPTION

Under general supervision, to work as a lead person on a maintenance and construction crew building, repairing, and maintaining roads, bridges, box culverts, reinforced concrete structures, earth and concrete-lined flood control channels, or other road and channel structures, and to do related work as required.

DISTINGUISHING FEATURES

Crew Leaders work with crews assigned to road and flood control construction, maintenance and repair. Incumbents act as lead persons for construction crews consisting of a variety of classifications in the Maintenance and Operations Department.

Crew Leaders may also work from plans and blueprints. Incumbents also direct subordinate members of their crew in the use of power equipment such as chain saws, weed eaters, electric drills and saws, concrete mixers and compressors. Crew Leader differs from the next higher class of Field Maintenance Supervisor in that the latter is responsible for more than one crew, as well as more than one project.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Works as a lead person with a crew of workers consisting of Crane Operators, Heavy Equipment Operators, Heavy Truck Drivers, and Laborers or any other classification in Maintenance and Operations in road and flood control maintenance and construction work and may personally perform some of the more difficult work.
2. Leads a crew performing base repair, surface repair, landslide removal, or storm cleanup on County roads.
3. Leads crew maintaining and repairing channels, surface water inlets, tide gates, manhole structures; and installs underground concrete and metal pipe, rip rap walls, and gauging stations for flood control channels.
4. Leads crews repairing erosion of earth channel banks, levees, and access roads; cleaning up debris, silt, trees; and removing brush from channel areas.
5. Builds and repairs wooden bridges, removing/replacing deteriorated stringers, caps, supports, decking, railings and other parts.
6. May operate pneumatic, gas-powered, and electric tools and may demonstrate the proper manner to break up concrete walls, sidewalks, and gutters to dig trenches and to drill holes; may operate concrete mixer; and may drive a truck to transport employees and materials; makes reports using the Maintenance Management System on amount of time each piece of equipment is used for a given job and instructs crew on proper use of tools and safety measures.
7. Makes estimates of materials and equipment needed to complete a project and recommends the size of the crew needed to work on various projects using the Maintenance Management System.
8. Maintains time sheets on each member of the crew and records the amount of material, equipment, and hours used on the job.
9. Responsible for handling the initial stages of disciplinary action within the crew being supervised. Responsible for communicating progress, individuals' progress and updates with the Field Supervisor.
10. Ensures all standard CA Pre-Trip Biennial Inspection of Terminal (BIT) inspections are conducted by assigned crew according to DMV regulations.
11. Trains all new Heavy Truck Drivers on proper weight, load levels and Pre-Trip BIT inspections and procedures.

MINIMUM QUALIFICATIONS

Either I

Experience:
The equivalent of one year of full-time experience in the class of Heavy Truck Driver or the equivalent or higher level of the maintenance and construction class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Experience:
The equivalent of two years of full-time experience in the class of Laborer in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or III

Experience:
The equivalent of three years of full-time experience supervising construction crews.

License: 

Possess and maintain a valid California Motor Vehicle Class A Commercial Driver’s License. Candidate must submit evidence from DMV showing current status of their license at the time of application and must have a clean driving record for the previous eighteen (18) months; a Tanks (N) endorsement and valid Medical Certificate are required for all patterns.

Special Requirement:
Federal law and County policy requires that positions in the class of Crew Leader performing safety sensitive functions are subject to post-offer/pre-placement/pre-duty, reasonable suspicion, post-accident, random, return-to-duty and follow-up drug and alcohol testing.

Contact with dust, dirt, poisonous plants, dead and live animals, used syringes and condoms, feces, urine, chemicals, paints, petroleum products, etc.

Subject to climbing ladders, working from heights, working in moving water, bending, stooping, lifting heavy objects, crawling through small spaces, working overhead, etc.


NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• CA Biennial Inspection of Terminal (BIT) regulations pertaining to Class A Drivers, including Hours of Service, Daily Vehicle Inspection reports and Drivers Logs.
• Pertinent provisions of the California Motor Vehicle Code.
• Methods, materials, tools, and equipment capabilities used in construction and maintenance of road and flood control facilities.
• Concrete structures such as culverts and retaining walls, sewers, and other drainage structures.
• Principles of supervision and leadership.
• Agency and Department Policies and MOU's.


Ability to:

• Give and follow instructions both orally and in writing.
• Make equipment and crew estimates to complete projects from the Maintenance Management System.
• Supervise construction crews and equipment in the performance of a wide variety of projects.
• Respond to emergencies in the field relative to crew members and/or equipment.
• Maintain records to account for crew, time keeping, equipment and materials used on various projects.
• Basic surveying.
• Basic math--add, subtract, multiply and divide.
• Perform heavy physical labor.
