DESCRIPTION

Under general direction, to plan, manage, coordinate and supervise the operation, maintenance and repair of the Bridge Division (estuary drawbridges), Pump Division (Flood Control District pumping plants) and attendant facilities county wide; to perform related work as required.
DISTINGUISHING FEATURES The Bridge and Pump Superintendent is responsible for managing, through subordinate supervisors the 24-hour operations and maintenance of all movable bridges and flood control pumping plant operations within Alameda County. This class is distinguished from the next lower class of Bridge and Pump Supervisor in that the latter class is the first-line supervisor responsible for the day-to-day operation of the bridges and pumping stations; while the class of superintendent is responsible for the administration of the Bridge Division and Pump Station Division, recommending and implementing policies and procedures necessary for the safe and efficient operations of the assigned facilities. |
EXAMPLES OF DUTIES

1. Plans, organizes and directs the operations and maintenance of the County movable bridges and Flood Control Pumping Plants; works closely with the Bridge and Pump Supervisor in approving work schedules, shift assignments, time records, vacation schedules, and ordering of supplies; reviews log entries and reports of bridge tenders, and similar occurrences; directs and plans the operation, maintenance, and installation of large pump systems including pumps, gear drive components, and engine and motor assemblies, and all control and recording devices. 2. Coordinates activities with Federal, State and local agencies to assure compliance with regulations; reviews inspection reports prepared by other agencies to make required modifications to operating procedures and safety issues; develops and maintains safety plans for all assigned operations; maintains operational records and writes a variety of required and specialized reports. 3. Prepares oral and written reports, makes presentations. Communicates with Public Works Agency staff, and the public regarding operations, occupancy, maintenance and alterations. Participates in meetings with Department Administrators and other Public Works Agency staff members. 4. Advises, informs and confers with Construction Inspection, Engineering and Design Sections and other necessary personnel on any major movable bridge installations and major overhaul changes; plans needed repairs; makes cost estimates and determines work priorities; makes recommendations on modifications of pump station equipment and facilities; drafts, implements and enforces contracts for work to be performed by outside contractors on bridges and pumping systems; instructs subordinates in the reading of complex blueprints. 5. Prepares and assures completion of preventative maintenance programs and schedules; manages, directs, supervises, or personally performs various maintenance and emergency tasks; assists in trouble-shooting to locate sources of electrical or mechanical failures, and is responsible for preventive maintenance. 6. Develops and conducts informal tours of bridges and conducts other public relations activities. 7. With subordinate supervisors, determines methods and procedures for proper use of materials and labor. Makes recommendations to the Deputy Directory, Public Works Agency regarding maintenance, proposed staffing changes and recommended improvements. 8. Schedules and coordinates departmental training. Establishes on-the-job training. 9. Manages the utility system and the computerized preventative maintenance program. Initiates maintenance work orders and/or requisitions to accomplish non-routine repairs. Determines through subordinate supervisors major repair needs of buildings, facilities, and equipment to define ongoing major maintenance program. Creates and administers an inspection program (general cleanliness, safety, hazardous material, facility maintenance). 10. Monitors operations for cost effectiveness and economy. Provides information and makes appropriate personnel recommendations. Evaluates performance of subordinate supervisors. Makes recommendations regarding personnel actions. 11. Investigates and makes recommendations to the Deputy Director, Public Works Agency, regarding special projects. Prepares reports on status of special projects. 12. Administers contracts. Evaluates performance of contractors and assists in development of contracts and specifications. |
MINIMUM QUALIFICATIONS

Either I
Experience: The equivalent of two years of full-time experience in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) as a Bridge and Pump Supervisor. Or II Experience: The equivalent of three years of full-time experience as a full supervisor or a Bridge Mechanic or Stationary Engineer in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). Experience must have included the operation, maintenance and repair of electrical and mechanical equipment of the type used in movable bridges and pumping stations. Or III Experience: The equivalent of six years of progressively responsible full-time experience in the repair of electrical and mechanical equipment at the journey level, of which at least two years must have been in a supervisory capacity. And License (necessary for all of the above patterns): Possession of a valid California Class C Driver’s License and the ability to obtain an F.C.C. Radio Operator’s License. NOTE: The Civil Service Commission may modify the above Minimum Qualification in the announcement of an examination. |

Working Conditions Duties require sitting, standing, walking on level and uneven surfaces; climbing stairs and ladders; working at heights above water; balancing on steel structures; working underground; and near traffic. Incumbents, while conducting inspections or reviewing work stoop, kneel, and squat for brief periods. Duties may require pulling weights over 50 pounds or lifting weights over 25 pounds while assisting in repairs. Incumbents may work outdoors in all weather conditions; around loud noises and electrical hazards; near operating pumps and bridge machinery; near moving traffic. |
