DESCRIPTION

Under general supervision, to plan, organize, direct, and review all maintenance programs and supervise, train, and evaluate staff involved in maintenance and construction work on Public Works and Flood Control District facilities, rights-of-way, and their appurtenances; and to perform related work as required.

DISTINGUISHING FEATURES

The Field Maintenance Supervisor is the first-line supervisor responsible for all operations and maintenance of public works infrastructure in designated areas for the Alameda County Public Works Agency (Agency) and the Alameda County Flood Control and Water Conservation District (District).  Incumbents in this classification supervise multiple crews and need technical knowledge of equipment capabilities, production rates, electronic technology, and proper maintenance and repair techniques.  Incumbents provide assistance with the oversight of projects initiated by other County Departments and public agencies.  This classification reports to and is distinguished from the Maintenance and Operations Manager classification in that the latter classification is responsible for county-wide (or a large geographical area), special programs, multiple management groups, and designated county-wide activities.  The classification of Field Maintenance Supervisor is also distinguished from the next lower lead-worker classification of Crew Leader in that the latter classification is the lead worker over a single crew, while the former classification is the first-line supervisor over multiple crews.



EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Directs field crews engaged in pavement repair and preservation; assigns work locations and reviews work; supervises crews engaged in repair, maintenance, and minor construction/maintenance work on culverts, drainage structures, levees, channels, spillways, tide gates, and other flood control structures; supervises field crews engaged in a variety of maintenance tasks such as grading, shoulder repair, pavement widening, slide removal, cleaning culverts and drainage structures, bridge repair; and is responsible for construction projects such as road widening, right-of-way commitments, roadway structural section improvements, and guardrail installations.
  2.  Inspects work and makes recommendations on correcting problems; assures equipment availability for assigned projects; estimates quantities of materials required for daily work projects, orders such materials, and prepares materials receiving records; also prepares maintenance materials budgets, bi-weekly work schedules, and daily time and equipment reports; creates and monitors annual work plan using computerized maintenance management systems; creates computer reports regarding budgets, work plans, accomplishments, and personnel.
  3. Supervises crews performing care and pruning of landscape vegetation and trees on roadways, park areas, and flood control sites; reviews landscaping plan sections of capital improvement projects; provides for hardscape maintenance and repair.
  4. Supervises crews engaged in the installation, maintenance, or replacement of traffic signs, traffic lines, and pavement legends; maintains inventory and records of traffic warning and regulatory signs, raised pavement markers, traffic paint, and other supplies necessary for the maintenance of the County traffic safety devices.
  5. Assures compliance with Federal, State, and Local regulations and permitting requirements; reviews requests for service analyzes the problems involved and takes required action; conducts or coordinates crew safety training and assures compliance with safety procedures.
  6. May be required to make presentations to the public or other agencies or represent the Agency or District at public meetings; may provide training to crew members on maintenance issues; prepares special reports as required.
  7. Participates in the budget preparation and administration, including preparing cost estimates for budget recommendations, submitting justification for staff, supplies, equipment, and services, and monitoring/controlling expenditures.
  8. Evaluates operations and activities for assigned area of responsibility, recommends improvements or modifications, and prepares various reports on operations.
  9. Enters and retrieves service requests and work orders via tablet, cell phone, or hand-held record-keeping device utilizing the County’s Computerized Maintenance Management System (CMMS).
  10. Prepares and monitors work performance plans utilizing the CMMS.
  11. Manages the maintenance and repair of buildings, corporation yards, landscaped areas, etc., including developing and managing contracts for services and supplies and coordination of work done under contract and by County forces; manages repair and maintenance of light-duty equipment and power tools; manages stock and supply rooms.
  12. Responsible for assisting the Maintenance and Operations Manager classification with overall planning, administration, and oversight of the County’s infrastructure
  13. Supervises, trains, motivates, and evaluates assigned staff; recommends disciplinary action(s) as needed.


MINIMUM QUALIFICATIONS


EITHER I
Experience:

The equivalent of two (2) years of full-time experience in the classification of Crew Leader or a related equivalent or higher-level classification in the Alameda County classified service.  

OR II
Experience:

The equivalent of four (4) years of full-time experience in the construction or maintenance of roads, flood control facilities, or other engineering structures.  At least two (2) years of the required full-time experience must have included the supervision of field crews consisting of but not limited to: Crew Leaders, Laborers, Truck Drivers, Heavy Equipment Operators, Plumbers, Electricians, Engineers, Construction Inspectors, Tree Trimmer/Climbers, Vegetation Technicians and/or Traffic Painters engaged in the construction or maintenance of roads, flood control facilities or engineering structures.  

Substitution:

Satisfactory completion of ninety (90) coursework hours of the American Public Works Association (APWA), Public Works Institute, or satisfactory completion of the APWA Donald C. Stone Level 1 Public Works Supervisor curriculum may be substituted for one (1) year of the non-supervisorial required experience.  Completion of a two (2) year degree, or higher, in Business Administration, Engineering, Construction, Public Administration, or a relevant field may be substituted for two (2) years of required non-supervisorial experience.

AND

License (required for all of the above patterns):

Possess and maintain a valid California Motor Vehicle Class C Driver’s License.  Candidates must submit evidence from the DMV showing the current status of their license at the time of application and must have a clean driving record for the previous one (1) year period. 

Working Conditions:

Duties of this position require prolonged sitting and walking on flat, uneven, wet, and slippery surfaces such as along roadsides, construction sites, flood control channels, dirt inclines, and side slopes, climbing ladders or descending ladders into culverts.  Inspections may require stooping, squatting, or kneeling for short periods of time.  Incumbents drive daily for up to two (2) hours and must frequently get in and out of the vehicle.  Duties require working outdoors in all weather conditions, and incumbents are exposed to heavy dust and pollen, loud noise from construction equipment, and herbicides used in vegetation control.  Incumbents work near moving traffic and heavy construction equipment; 24/7 responsibility to respond to emergencies; participate as on-call supervisor after hours and weekends/holidays; attend meetings after hours.
