DESCRIPTION
Under general direction, plans, organizes, and manages the operations and maintenance of County roadways, flood control facilities, traffic signals, draw bridges, and vegetation management needs; coordinates departmental activities with other Public Works Agency departments and performs related duties as required.

DISTINGUISHING FEATURES

This classification of Maintenance and Operations Manager is located in the Public Works Agency and reports directly to the Deputy Director, Public Works. This class has full management authority and responsibility for all maintenance and operations field forces in the Maintenance and Operations Department.  This class is distinguished from the Field Maintenance Supervisor in that incumbents have overall responsibility for their operations on a 24-hour, 7-days-a-week basis for an assigned, large geographical area and designated county-wide activities, while incumbents of the latter class are first-line supervisors of one or more crews involved in maintaining and operating Road and Flood Control facilities. The incumbent works closely with other management staff, regulatory agencies, and other organizations to ensure safe transit on County roadways and flood prevention.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, directs, and inspects the maintenance, repair, and improvement of all roads and flood control structures done by the Agency’s field crews and supporting office staff; makes cost estimates on work to be performed; reviews with subordinate supervisors the daily assignment of personnel and equipment.
  2. Manages the inspection of roads and flood control structures for needed repairs; coordinates chip sealing, erosion repairs, levee grading, desilting of channels, tide gates, vegetation control, and other program activities; prepares estimates for materials, tools, and equipment necessary for projects and assures their availability; reviews work in progress to assure compliance with safety practices and assures proper safety training is provided; prepares maintenance and operations reports.
  3. Addresses concerns and requests for service from public or private entities.  Coordinates activities with other agencies such as the California Highway Patrol, Department of Fish and Game, incorporated cities, and County Sheriff; makes presentations to the public and other agencies on planned and in-progress projects; orders office and other supplies.
  4. Prepares and maintains written records and correspondence; integrates new program activities into preventive maintenance schedules.
  5. Prepares and manages the maintenance and operations budget for roads or flood control, including submitting budgetary recommendations, anticipating future budgetary needs, and assisting in the development of the budget for the Capital Improvement Program updates.
  6. Acts as a consulting resource to Engineering and Operations to review schematic and construction designs and provide information related to equipment selection, standardization of equipment, necessary space required for operational activities, project layout, and design of Flood Control and Roads facilities.
  7. Manages Field Maintenance Supervisors using a performance management plan and evaluates their performance annually.  Oversees disciplinary action taken of staff members and offers solutions for their development.
  8. Prepares and administers maintenance and operations budget; submits justifications for staff, equipment, supplies, and materials; monitors and controls expenditures; prepares cost estimates and analyses, and directs subordinates to maintain appropriate budget controls.
  9. Notifies administration of any conditions which might endanger public safety, including storm or flood damages and hazards, excavations, fallen trees, or other emergency conditions, and directs staff of corrective action to be taken.
  10. Represents the Public Works Agency to citizens on issues concerning interpreting relevant laws and ordinances and to assist in resolving complaints; contacts property owners, public utilities employees, private construction firms, governmental agencies, and civic groups to secure cooperation on road and flood structures maintenance matters of present and future concerns.
  11. Participates in the Public Works Agency’s emergency management planning, and serves as the department liaison or Incident commander during emergency operations and disasters as required.  (Other roles may be assigned as necessary)
  12. Represents the department and/or agency at public meetings or meetings with other agencies, municipalities, etc.
  13. Uses various software applications such as maintenance management systems, budget, and finance tracking programs, GIS applications, etc. to determine funding availabilities and maintenance needs.


MINIMUM QUALIFICATIONS
EITHER I
Experience:

The equivalent of five (5) years of full-time experience as a Field Maintenance Supervisor in the Alameda County service.  
OR II
Education:

Possession of a bachelor’s degree from an accredited college or university with major coursework in engineering, construction management, business administration, public administration, or a closely related field.

Substitution:

Four (4) additional years of experience listed below in pattern II and one (1) additional year of a supervisor in a related field will substitute for the educational requirement listed above.

AND
Experience:

The equivalent of Three (3) years of experience in roads, flood control structures and public works maintenance, construction management, or related activity, and of which one (1) year as a supervisor.

AND

License (required for all patterns):

Possess and maintain a valid California Motor Vehicle Class C Driver’s License.  Candidates must submit evidence from DMV showing the current status of their license at the time of application and must have a clean driving record for the previous three-year period.

Working Conditions:

Duties of this position require prolonged walking on flat, uneven, wet, and slippery surfaces such as along roadsides, construction sites, flood control channels, dirt inclines, and side slopes.  Incumbents drive daily for up to two (2) hours and must frequently get in and out of the vehicle.  The position requires sufficient physical strength and agility to inspect operation and maintenance needs and to respond to emergency situations. Duties require working outdoors in all weather conditions, and incumbents are exposed to heavy dust and pollen; loud noise from construction equipment; chemicals used in vegetation control, and equipment wash downs.  Incumbents work near moving traffic and heavy construction equipment and may be required to wear hearing protection and other Personal Protective Equipment.  The Incumbent will be required to respond to evening, weekend, and/or holiday emergency calls for assistance.  The position also requires office work and desk time in order to perform assigned tasks.  Standing or sitting at a desk and using a computer is necessary.
