DESCRIPTION

Under general supervision, to direct the county-wide traffic signal operation; and to perform related work as required.

DISTINGUISHING FEATURES

The Traffic Signal Supervisor is a second-line supervisory position responsible for the installation and maintenance of traffic controls and signals for the entire unincorporated area of Alameda County. The incumbent ensures that traffic signals are maintained on a 24-hour, 7-day-a-week basis through work planning and supervision of staff. This class is distinguished from the Traffic Signal Technician in that the former class has supervisory responsibility for the traffic signal program, whereas the latter class is the journey-level worker responsible for the installation and repair of traffic signals and other electronic or electric traffic control devices. The class of Traffic Signal Supervisor is further distinguished from the class of Traffic Safety Supervisor in that the former class has overall responsibility not only for the installation, maintenance and repair of traffic controls, but also for related electrical traffic control equipment; whereas the latter class is responsible for the supervision of the installation, maintenance, and painting of traffic safety signs and striping.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises the installation, maintenance and repair of traffic signal and lighting systems, and other related electrical equipment. Establishes and delegates work priorities, and makes recommendations on policy matters related to traffic signal and lighting systems. Directs, supervises, and personally performs the more complex maintenance and repair on traffic signal and lighting systems. Supervises or performs lighting and other electrical projects in the corporation yard as time allows.

2. Acts as inspector on electrical and electronic portions of traffic signal installations done by private contractors. Coordinates traffic control facilities with adjacent city and state jurisdictions. Prepares schematic wiring and phase diagrams.

3. Instructs and trains Traffic Signal Technicians and Trainees; prepares work schedules; assigns maintenance responsibilities; schedules vacations; reviews time sheets; and handles personnel problems that may arise. Maintains and prepares operational records and reports. Prepares documentation of work performed for other jurisdictions for billing purposes.

4. Keeps current on new advances in signal and lighting technology and implements planned upgrades. Orders supplies and parts required by all traffic signal repair personnel with a focus on standardization and cost effectiveness. May serve as an expert witness in defense of claims against the County.

5. Evaluates electrical and electronic portions of traffic signal installations done by private contractors or manufacturers to ensure accurate operational function and performance.

6. Delegates appropriate duties and responsibilities to submordinate staff; monitors and communicates job performance expectations to subordinates; prepares objective and constructive performance evaluations on schedule; and implements and documents appropriate disciplinary actions as necessary.

7. Estimates costs, time and materials required to install and/or repair traffic signal and electrical systems; ensures availability of materials and equipment used in traffic signal and street light operations.

8. Responds orally and in writing to citizen complaints and informational requests; maintains automated and other records for the resolution of disputes, litigation, and citizen appeals; may provide testimony in court.

9. Assists the Field Maintenance Superintendent in establishing an annual work plan, preparing budgets, projecting basic staffing levels and overtime estimates; develops equipment and material inventories.

10. Informs the Field Maintenance Superintendent of operational and personnel issues pertaining to the Traffic Signal and Street Lighting section. Develops and maintains a variety of records and databases such as time card, work orders, injury and accident reports, citizen complaints and other project assignments.

11. Monitors and documents established safety procedures; conducts safety meetings.

12. 24/7 responsibility to respond to emergencies; participate as on-call supervisor after hours and weekends/holidays; attend meetings after hours.

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of four years of full-time experience in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) as a Traffic Signal Technician or in a related class requiring experience in the operation, maintenance and repair of electrical and electronic equipment of the type used in traffic signals.

Possession of an IMSA Traffic Signal level II or higher certification or ATSSA certification as a Traffic Control Supervisor or the completion of the ACPWA Modules 1-4 will substitute for one year of work experience.

Or II
Experience:

The equivalent of five years of full-time experience in the maintenance and repair of electrical and electronic equipment, at least two years of which must have been in a supervisory capacity.

The completion of a two-year course in repair of electrical or electronic equipment used in traffic signals or the possession of an IMSA Traffic Signal Level III Certification or ATSSA certification as a Traffic Control Supervisor may be substituted for two years of required work experience, but not for the required supervisory experience.)

Possession of a valid Class C California Vehicle Operator’s License. Candidates must submit evidence from the DMV showing current status of their license at the time of application and must have a clean driving record for the previous 3-year period.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Ability to:

• Repair and test electronic equipment.
• Operate and properly utilize hand and other tools, vehicles, testing and computerized equipment.
• Supervise and train others in the repair and maintenance of electronic equipment.
• Read, understand and interpret plans and specifications of layout work, schematic drawings and blueprints.
• Prepare detailed written reports, procedures and memos.
• Keep abreast of new and changing techniques and procedures in the field.
• Inspect and evaluate the work of others.
• Operate a standard office computer to enter data, retrieve data, utilize spreadsheet and other applications.
• Communicate orally and in writing.

Working Conditions:

Duties require standing, walking on level and uneven surfaces, kneeling, squatting, and stooping in the performance of installation and inspection duties. These duties also require the incumbent to climb in and out of a boom bucket and balance while working at a height of a maximum of 28 feet. During the performance of duties, the incumbent will regularly be required to push weights in excess of 50 pounds and lift equipment that weighs over 25 pounds. Duties require working in all weather conditions, around loud noise, and construction equipment; the incumbent is daily exposed to electrical hazards; works around paint removers, paints and solvents; installation and repair work is performed near moving traffic. During rainy periods, the incumbent may be required to perform repairs in confined spaces and underground at pumping stations.
