DESCRIPTION
Under direction, to function as a supervisor of Public Works Inspectors performing construction inspections of road and flood maintenance and construction projects to assure contract compliance; and to perform related work as required.

DISTINGUISHING FEATURES

The Supervising Public Works Inspector classification is responsible for the supervision of field inspections of all the major road and flood maintenance and construction projects. This class is distinguished from the next lower class of Public Works Inspector III in that the former class is a first-line supervisor providing supervision and direction to a number of lower level inspectors.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Oversees the preparation of project contract change orders and field modifications. Coordinates the adjustment of utility facilities prior to award of project contract; supervises the preparation of project contract payments; monitors project contract finances to prevent unauthorized overruns of budgeted funds; makes final inspections for all construction and permit work prior to recommendation for acceptance.
2. Receives plans, maps and specifications for construction of major roads, road appurtenances, storm drains, flood control channels, sub-divisions, and other projects to be built under contract or by permit with the County or with the Flood Control District; examines sub-division maps for possible conflict with known field conditions or with other construction projects.
3. Assigns inspectors to projects, reviews work of inspectors and explains plans and specifications as necessary; supervises keeping of records of time spent on sub-divisions or other contract inspectors for the purpose of charging developers; coordinates inspection work performed under contract by County staff for various cities; supervises the training of newly assigned personnel.
4. Consults with contractors, subcontractors, materials’ suppliers, and others on organization and progress of work; confers with contractors’ field representatives regarding work or materials that deviate from contract plans and specifications and sees that appropriate measures are applied; checks contract specifications to see that the contractor complies with related plans and specifications in regard to construction methods, equipment, standards, workmanship, quantity and quality of materials involved in the job.

MINIMUM QUALIFICATIONS

EITHER I

Experience:  

The equivalent of two years’ full-time experience in the class of Public Works Inspector III, or an equivalent or higher level class, in the Alameda County classified service.  (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

Experience:  

The equivalent of two years’ full-time experience as a supervisor in maintenance and construction operations in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) which provided the knowledge and abilities listed below.

OR III

Experience:  

The equivalent of five years of full-time experience in road and flood control maintenance and construction work, two of which must have been in a supervisory capacity.  

AND

License:  

Possession of a valid California Class C Driver’s License.  

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and ability are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles of personnel supervision and training.
• Interpretation of plans, maps, and specifications for construction of road appurtenances, storm drains, flood control subdivisions.
• Engineering plans, maps and specifications.
• Construction practices and terminology.
• Methods, materials, and equipment used in the construction of pipe lines, open channels, roads, reinforced concrete, and other drainage and road structures.
• County, State, and Federal construction regulations and standards.
• Contract management principles.
• Construction site safety practices.

Abilities:

• Plan and direct activities of employees working in the inspection programs.
• Interpret contract documents content, varied regulations and Public Works Inspection manual.
• Negotiate and communicate with Project Managers (general contractors, owners, and other agencies).
• Effectively mediate conflicts between parties.
• Meet with agencies involved with public works projects to coordinate work, explain public works policies and develop positive working relationships.
• Make mathematical calculations related to construction.
• Make accurate visual observations.
• Operate standard office computer to enter data, retrieve data, utilize spreadsheet and other applications.
• Analyze and problem solve.
• Decision making.
• Make oral presentations and training sessions.

Working Conditions:

Duties require the incumbents to work in a standard office setting and to walk on even, uneven, and wet surfaces while conducting inspections at work sites. Incumbents drive daily for up to two hours and must frequently get in and out of the vehicle. While conducting inspections, incumbents may be required to stoop, kneel, and squat for brief periods of time and climb ladders. Incumbents work outside in all weather conditions and are daily exposed to loud noises, heavy dust, and mechanical hazards such as construction equipment. Some assignments may involve working around poisonous plants, chemicals, lead based paint, sewage leakage, or other chemical spills; inspection sites may also involve electrical hazards and entering trenches, pipelines, and culverts. Incumbents are required to be on-call 24 hours to respond to various emergency situations.
