DESCRIPTION

Under general supervision, of a Field Maintenance Supervisor, works in Traffic Safety Services. Provides oversight and technical direction to a crew of traffic safety staff in line and legend painting, worded traffic control markings on pavement; install traffic warning signs; paint guards, barricades, raised traffic bars and similar devices; and to do related work as required.  

DISTINGUISHING FEATURES

This classification is found in the Maintenance and Operations Division of the Public Works Agency.  The Public Works Traffic Painter is distinguished from Crew Leader in that the latter works with crews assigned to road and flood control maintenance, construction and repair, while the former oversees the work of a crew primarily responsible for Traffic markings. 


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Receives daily work assignment from the Field Maintenance Supervisor and retrieves work orders from the County’s Asset Maintenance Management System (AMMS); frequently drives a light truck, stencil truck or equipment to the job and provides oversight to a small crew engaged in traffic painting work.  
  2. Reads and interprets drawings; measures and places center lines, crosswalks, and other line markings by using a tape measure and cords; directs placement of painting equipment and signal flags at job site; operates a stencil truck and various equipment and oversees its operation in painting line marking on pavement.  
  3. Provides oversight and assists in stencil painting pedestrian legends, school legends, stop legends and other word traffic markings on pavement.  
  4. Provides oversight and performs painting of parking zones and colored curbs to indicate parking restrictions.
  5. Provides oversight and assists in the installation of traffic work zone with warning and speed control signs.
  6. Provides oversight and assists in painting traffic guards, barricades, raised traffic bars on pavement, and other devices.
  7. Maintains and makes repairs to equipment, spray guns, and stencils.  
  8. Makes routine electronic daily entries and reports of work completed in the AMMS.  
  9. May be required to paint or provide lead supervision for the painting of corporation yard buildings, road equipment, wooden bridges, and similar items.
  10. Trains and instructs new employees in the work to be performed.
  11. Uses electronic mobile devices including laptops or tablets to perform word processing; complete work orders; create, modify, and close work orders in the AMMS; including daily timekeeping for labor, equipment, and material.  
  12. Ensures that work assignments are completed in a safe and timely manner.
  13. Operates manual and mechanical power equipment such as augers, electric hammers, drills, tampers, compressors, line striping machines and thermoplastic applicators.
  14. Adhere to required safety procedures and use appropriate personal protective equipment.

MINIMUM QUALIFICATIONS

EITHER I  

Experience:  

The equivalent of one (1) year of full-time experience as a Traffic Painter in the Alameda County classified service.   

OR II  

Experience:  

The equivalent of two (2) years of full-time experience as a Laborer in the Traffic Safety division of the Maintenance and Operations Department in the Alameda County classified service.  

OR III  

Experience:  

The equivalent of two (2) years of full-time experience in traffic painting or general road maintenance or construction work which must have included at least one (1) year providing oversight and direction to small work crews.  

License:  

Possession of a valid class C California Motor Vehicle Operator's license.  Candidates must submit evidence from the Department of Motor Vehicles that the candidate has a valid license with no restrictions at the time of hiring.  Must have no moving violations for the previous three (3) years.  

Working Conditions:  

  • Subject to 24-hour call out and must actively participate in the program.
  • Work outdoors in all weather conditions.
  • Work on uneven surfaces.
  • Subject to loud noises.
  • Work in confined spaces.
  • Work in high traffic areas.
  • Work in tight spaces subject to bending, stooping, lifting heavy objects, and crawling.
  • Lift and work with paints and paint related materials.
  • Subject to intense heat while applying paints, chip seals, asphalt, and crack seals.
  • May come in contact with poisonous plants, dead or live animals, and hazardous and/or infectious materials.  

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

NOTE:    The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.  

Knowledge of:

  • Principles of leadership.
  • Safe operation of tools and equipment.
  • Methods, techniques, materials, and supplies used in traffic painting operations.
  • Traffic safety procedures and proper traffic control; and delineation with cones and other safety equipment.
  • Use and maintenance of spray guns, brushes, stencils, and other traffic painting equipment.
  • Provisions of the California Motor Vehicle Code as they apply to traffic painting operations.
  • Methods, procedures, materials, equipment, and accepted safety practices used in traffic painting and sign posting in accordance with California Manual on Uniform Traffic Control Devices (MUTCD). 

Ability to:  

  • Use electronic mobile devices, including laptops or tablets to perform work duties.
  • Work carefully and efficiently under hazardous traffic conditions.
  • Work independently, identify problems and arrive at logical decisions.
  • Paint with proper consistency according to the MUTCD and paint material requirements.
  • Operate and maintain a variety of traffic painting equipment.
  • Apply paint to various types of surfaces under varying temperature conditions.
  • Guide a small crew in the use of traffic painting equipment.
  • Provide oversight and direction for a small crew in the use of traffic painting equipment.
  • Measure and place traffic line markings accurately according to California MUTCD guidelines.
  • Follow oral and written instructions.
  • Keep records and complete AMMS reports.
  • Read and interpret road maps.
  • Work from blueprints and sketches.
  • Communicate effectively orally and in writing.
