DESCRIPTION
|
Under general direction, to be responsible for the operation, maintenance installation and repair of building and plant equipment for a group of County buildings or for a large medical institution; and to do related work as required.
DISTINGUISHING FEATURES The Supervisor, Buildings and Plant Maintenance, position is located in the General Services Agency's Building Maintenance Department and is responsible for the 24-hour operation and maintenance of steam, heating, and other utility services for County buildings. Each position is responsible for an area which may consist of: Office buildings, libraries, Veterans Memorial Buildings, clinics and detention facilities, and other buildings; the incumbents report to a Facilities Manager. The class of Supervisor, Buildings and Plant Maintenance, is distinguished from the higher level classification in that the Facilities Manager has overall responsibility for the administration and planning of facilities maintenance and operations and recommends policies and procedures to the Deputy Director, Building Maintenance Department. |
EXAMPLES OF DUTIES

1. Supervises the operation, maintenance, and repair of building and plant equipment including low pressure steam or hot water boilers and support systems such as steam and electric driven pumps, burners, combustion control devices, economizers, steam traps, valves and boiler water test equipment; heating, ventilation and air conditioning equipment including large absorption and centrifugal chillers, air filter systems, heat exchangers, cooling towers, pneumatic and direct digital control systems, self-contained air conditioning equipment, water treatment systems, pumps, piping systems and refrigeration equipment; domestic hot and cold water distribution systems; sewage and drainage systems; and various other mechanical, electrical and piping systems installed in large buildings. 2. Receives and reviews departmental service requests; assesses feasibility and determines the most efficient means of accomplishing tasks; coordinates and monitors the completion of each project. 3. Maintains an inventory of building and plant equipment and supplies; develops and maintains a schedule for routine servicing and preventive maintenance; keeps maintenance record files, blueprints and drawings pertaining to the building and the installed systems; recommends the purchase of new or replacement equipment. 4. Inspects inoperable equipment and determines repair requirements; inspects facilities and prepares reports to determine maintenance and structural deficiencies; inspects facilities for compliance with Fire Codes, Building Codes, safety requirements and adequacy of preventive maintenance programs. 5. Supervises normal operation and, when necessary, operates equipment under critical or emergency conditions. 6. Evaluates in-house capabilities and makes recommendations when necessary for contract work; assists contractors and service agencies in obtaining access to building areas and equipment to ensure a minimum disruption to County operations and to provide safeguards to County property. 7. Plans, forecasts and prepares work assignments and schedules; reviews status of ongoing work assignments; supervises and evaluates the work of subordinate personnel. 8. Recommends personnel actions including selection and disciplinary actions; provides training; completes evaluations and other reports; and maintains time and attendance records. 9. Estimates costs of jobs; monitors expenditures to ensure adherence to approved budgets; and maintains inventory. Manages and supervises the care of tools and equipment in safe working order and makes recommendations for equipment and supplies. 10. Reviews and evaluates various ongoing engineering logs and electronic records and reports. 11. Conducts safety meetings, recommends and/or purchases safety equipment. 12. Participates in a variety of meetings, including staff meetings, departmental meetings, safety meetings and meetings with occupying departments to identify problems and plan for corrective action; acts as a liaison between County departments and staff; establishes and maintains effective working relationships. 13. Researches new products and equipment for maximum efficiency and sustainability. |
MINIMUM QUALIFICATIONS

Either I Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. Or II |
