DESCRIPTION

Under general supervision, to be responsible for the continuing operation and maintenance of steam power and heating equipment and other utility distribution system, such as power, light, water, sewage, refrigeration, ventilation, and alarm systems, and to do related work as required.

DISTINGUISHING FEATURES

The Supervising Maintenance Engineer, Santa Rita Rehabilitation Center, is responsible for the installation, operation, maintenance and repair of all mechanical and electrical equipment (except vehicles). This one-position class is responsible for recommending policies and procedures necessary for efficient operation and is responsible for administrative supervision of subordinate personnel (Stationary Engineers, Electrician-Lineworkers, Building Equipment Maintenance Workers, Laundry Supervisor, and inmates assigned to the Maintenance Section). The Supervising Maintenance Engineer, Santa Rita Rehabilitation Center, reports to the commanding officer, Santa Rita.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Directs and supervises the installation, operation, and maintenance of steam boilers, burners, and combustion control devices, steam and electric driven pumps, steam valves, traps, and accessories, steam heating systems, steam processing systems, ventilation and air conditioning systems, economizers, refrigeration systems and equipment, water softening plants, hot and cold water systems, sewage and drainage systems, and electric power, light, communications, and alarm systems.
2. Directs and supervises general machine shop work including the operation of lathes, drill presses, grinders, and other machine tools, and the use of welding, brazing and soldering equipment.
3. Directs electrical and plumbing installation, maintenance, and repair work.
4. Directs minor structural works on buildings and rooms.
5. Directs and supervises the repair of metal equipment such as furniture, office equipment and tools, and the making of new machinery, including parts, locks, and other metal fixtures.
6. Makes estimates and coordinates the compilation of estimates for maintenance services requested and for budget requests.
7. Maintains inventory of equipment and supplies, and requisitions additional items as needed.
8. Assigns employees to shifts; gives instructions; recommends selection and dismissals under Civil Service regulations.
9. Writes budget justifications for new mechanical equipment and tools.
10. Writes budget justifications for additional employees.
11. Contacts salespersons and suppliers for cost estimates for Capital Improvements Projects.

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of three years of experience as a Stationary Engineer.

Or II
Experience:

The equivalent of five years of journey-level experience in stationary engineering or responsible power plant and building maintenance work, at least two years of which shall have been in a supervisory capacity.

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• The details of operating and repairing steam power and auxiliary equipment of all types and capacities.
• Various types of mechanical, plumbing and electrical equipment.
• The operation of lathes, drill presses, grinders and other machine tools.
• Welding, brazing and soldering equipment.
• Safety Codes and Minimum Jail Standards.

Abilities:

• Planning, organizing and directing a comprehensive mechanical and utility maintenance program.
• Coordinating maintenance, repair and installation activities within the framework of continuous power plant operation of the departments serviced.
• Keeping detailed operational records.
• Repairing food preparation, bakery, laundry, criminal laboratory, dental and medical and assorted farm equipment.
• Furnishing necessary information to Architectural-Engineering Division.
• Coordinating with contractors on installation of equipment.
