DESCRIPTION
Under general direction, to plan, direct, and manage the major maintenance, refurbishing, remodeling and structural modification of County buildings from initial planning stages through completion; and to perform other related duties.

DISTINGUISHING FEATURES

This single position class manages the construction services program of the General Services Agency. It is responsible for managing and controlling major construction projects, a variety of smaller renovation projects and support activities using subcontractors, engineering, architectural and other skilled and semi-skilled personnel. This position is distinguished from the Facilities Manager classification in that the latter is responsible for managing, through subordinate supervisory staff, the maintenance and operation of 24-hour facilities such as the hospitals and jails that are subject to specialized government regulations and standards.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Reviews and monitors projects including inspections, construction management, contract administration, construction technology, cost estimating and the development of projects within limits of available financing.

2. Reviews and approves projects for the preparation of construction contracts, issuance of change orders compliance with warranty standards and project schedule changes.

3. Processes and manages contracts for professional engineering and architectural consulting services, equipment and supplies.

4. Coordinates and develops projects, procedures and guidelines with other County departments and with outside agencies such as contract cities in Alameda County, Federal Agencies, nonprofit organizations, Oakland Housing Authority, etc.

5. Ensures that energy conservation measures are included in the design of projects; estimates project costs and payback periods, and return on investment.

6. Develops, monitors and reviews budgets, reports workload summaries.

7. Develops, revises and implements guidelines and work standards in conjunction with other managers and lead staff.

8. Reviews impact of changes in codes, laws, regulations, guidelines and contract terms that affect projects.

9. Coordinates and acts to resolve problems that may arise in handling complex projects.

10. Prepares and delivers presentations before the Board of Supervisors; meets and confers with Agency heads regarding projects in their venues; represents the Agency on project matters in discussions/meetings with Federal, State, regional, local entities and the public; may make recommendations on bills to be brought before the State Legislature.

11. Conducts hiring interviews; oversees training of new staff; evaluates performance and actively promotes staff development.

MINIMUM QUALIFICATIONS
Experience:

The equivalent of six years’ full-time experience in building/facility management with primary responsibility for renovation and construction management. Experience must include a minimum of two years of managing construction contractors and/or skilled craft workers of various crafts. Highly desired is experience with medium to large projects in the fields of real estate development, property development, project management, contract administration, project financing and project cost estimation, and construction cost control.

Education:

A four-year degree in engineering, finance, or business, or in a closely related field may be substituted for two years of the requisite experience.

Certificate/License:

Possession of a valid California State Motor Vehicle Operator's license is required.
