DESCRIPTION
Under general direction, to plan, direct and coordinate the activities of construction projects of the General Services Agency; to direct and monitor the activities and progress of consultants, contractors, sub-contractors, vendors and suppliers; and to perform related duties as assigned.

DISTINGUISHING FEATURES

The position is located in the Technical Services Department of the General Services Agency. The Construction Project Manager is assigned specific construction projects to implement and monitor in order to ensure that the project goals and objectives are accomplished in accordance with prescribed priorities, time limitations and funding conditions, as well as ensure that all construction contracts comply with Federal and State contracting and labor codes. The Construction Project Manager is distinguished from the Architectural Project Manager in that the latter has responsibility for design elements as well as construction activity. This position is further distinguished from the Construction Program Manager in that the latter is responsible for the development, oversight, and overall direction of the County-wide construction program and for a greater scope and complexity of activities.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Manages construction projects; directs, monitors, and coordinates activities and progress of consultants, contractors, sub-contractors, vendors and suppliers and coordinates their efforts with other County departments.

2. Conducts on-site pre-bid project job walks; provides scope of project, general conditions and county policies and procedures.

3. Receives and analyzes bids for completeness, compliance with county policies and Public Contracting Code and efforts to achieve county MBE/WBE participation goals.

4. Prepares necessary construction contract documents, board letters, and specifications for execution; prepares purchase requisitions for products, materials, or services not included in construction contract.

5. Conducts pre-job meetings with clients, general and sub-contractors, building inspectors, affected building occupants, and other departments involved with project.

6. Monitors construction for quality, schedule, compliance with contract documents; maintains project job file.

7. Monitors construction project budget; responds to change order requests; works with contractor and architect to develop solutions to unanticipated situations on job site; reviews applications for payment; authorizes and submits applications for final payment.

8. Prepares punch list at substantial completion of project and monitors contractor.

9. Conducts walk-through with maintenance personnel for acceptance of work, turn over of warranties, establishment of maintenance files and identification of special training needs.

10. Conducts walk-through with client for acceptance of work; conducts orientation to familiarize tenants to new space prior to move-in.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of two years of full-time experience at the level or higher than the class of Administrative Specialist II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) with responsibility for managing construction and administrative projects.

Or II

The equivalent of four years of full-time project management experience (preferably in the field of construction and construction contract compliance) which is relevant to the knowledge and abilities required for the position.

Education:

Possession of a bachelor's degree awarded by an accredited college or university with a major in Engineering, Finance, or Business or a closely related field may be substituted for two years of the requisite experience.

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

• Codes, statutes, laws, and regulations related to construction, contract and labor compliance.
• Principles and practices of project analysis, cost estimating and scheduling.
• Principles, methods, and techniques of construction project management and contract administration.
• Principles and practices of government purchasing and bidding policies and procedures.

Ability to:

• Analyze, interpret, and apply complex policies, regulations, and procedures.
• Plan, organize, and direct a variety of construction projects.
• Establish and maintain effective working relationships with a diverse group of people including department staff, consultants, and contractors.
• Keep abreast of new developments in the field of construction and contract compliance.
• Monitor and coordinate multiple construction projects from inception to completion.
• Read and interpret construction documents including blueprints and specifications.
• Organize and prioritize work in order to meet critical deadlines.
• Exercise sound independent judgment within established policies and guidelines.
• Use personal computer to create databases, reports, and spreadsheets.
• Prepare and write clear accurate reports, correspondence, procedures and informational materials.
• Prepare and deliver clear effective oral presentations to individuals and to a variety of groups.
