DESCRIPTION

Under general direction, the Energy Project Manager manages the planning, design, biding, construction, inspection, and contract administration of assigned projects related to energy efficiency; provides specialized consultation on energy and water efficiency matters related to mechanical, electrical, plumbing, and building automation systems; and, performs related work as required. DISTINGUISHING FEATURES The position is responsible for managing utility audits and examining mechanical, electrical and building automation systems in order to ensure energy and water efficiency in County facilities. The position manages comprehensive engineering projects, and provides engineering expertise to County departments and programs. The classification is distinguished from the Energy Program Manager classification in that the responsibilities of the latter class involve development, oversight, and overall direction of the energy program and a greater scope and complexity of activities. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. 1. Manages major or complex engineering projects related to energy efficiency from project identification and planning through final acceptance of construction and warranty period. 2. Manages, organizes, and directs the planning, design, and preparation of project drawings, specifications, financial analysis, schedules, and budgets. 3. Tracks and monitors all project activities; including work under construction, to ensure that all work being performed by consultants and contractors complies with plans, specifications, and codes; coordinates the work of multi-disciplinary staff across organizational boundaries. 4. Prepares project cost analyses; keeps projects within approved budgets and on approved schedule; analyzes claims and recommends approval of invoices. 5. Assists in the preparation of Requests for Proposals (RFPs); manages consultant and contractor proposals, including the review and selection process; responsible for fee negotiations and management of contracts. 6. Reviews and approves technical reports, designs, and contract documents to assure adequacy, compliance with project program, constructability and cost efficiency. 7. Develops and writes technical specifications and plans for energy-efficiency projects and programs; manages and administers professional engineering consulting services. 8. Acts as coordinator of assigned projects; conducts feasibility studies; oversees and monitors environmental studies on special projects; approves materials and drawings; and makes recommendations. 9. Oversees project staff, contractors, and consultants at various sites. 10. Tracks, analyzes and monitors consumption and costs for County utility accounts; reconciles billing and usage irregularities; maintains records in the County’s Utility Management System; manages electric rate schedules for County facilities. 11. Performs assessment of building equipment; identifies and implements cost-effective, energy and water efficiency measures, and performs continuous and retro-commissioning, and energy audits in existing County facilities; manages incentive and rebate programs; tracks and reports cost savings for all engery-efficient measures; and may produce resulting technical reports and studies. 12. Develops and conducts utility usage and efficiency training for the County’s building maintenance staff. |
MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university with a major in mechanical or electrical engineering, or a closely related field. And Experience: The equivalent of three years of increasingly responsible experience which includes energy project/construction management or engineering design and commissioning experience, emphasizing heating, ventilating and air conditioning systems, distributed generation systems, electrical lighting systems, or building control systems. Possession of a Master’s degree in a field noted above, or professional registration or licensure issued by the State of California for Professional Engineers and Land Surveyors in electrical or mechanical engineering, may be substituted for one year of the required experience. License: Possession of a valid California State Motor Vehicle Operator’s license. Special Requirement: -Must be able to obtain and maintain security clearance. -Must be able to travel to locations throughout the County. NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of the examination. |

Knowledge of: · Principles and practices of electrical and mechanical engineering. · Principles and practices of energy efficiency, including energy audits, project analysis, cost estimation, and scheduling. · Principles and practices of building commissioning and retro-commissioning. · Design and implementation of energy and/or water efficiency systems including electrical, mechanical, plumbing, building automation, renewable and distributed generation, solar thermal, electrical storage or lighting control systems. · Principles and practices of contract management. · Effective public relations and communication techniques. · Building, electrical, and mechanical laws and codes, United States Green Building Council’s (USGBC) Leadership in Energy and Environmental Design (LEED) rating system. Ability to: · Plan, organize, direct and evaluate energy and water efficiency, and distributed generation projects. · Manage contractors and field crews. · Manage and coordinate engineering consultants and energy services companies. · Makes sound recommendations and decisions. · Analyze and develop budgets. · Negotiate. · Interpret standards from the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) and Illumination Engineering Society (IES). · Communicate effectively, both orally and in writing. · Establish and maintain effective working relationships. |
