DESCRIPTION
Under supervision, manages environmental projects for County owned buildings and property, including projects associated with the County's underground storage tank, aboveground storage tank, asbestos, lead, indoor air quality, hazardous material management, storm water pollution prevention and other environmental programs.

DISTINGUISHING FEATURES

The position is located in the General Services Agency and reports to the Environmental Program Manager. The Environmental Project Manager is responsible for the coordination and management of environmental projects and other responsibilities as determined by the Environmental Program Manager. This position is further distinguished from the Environmental Program Manager by the latter having responsibility for policy and administrative activities for environmental programs.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Conducts and/or coordinates investigations and testing to assess the presence of lead, asbestos, and other hazardous materials in County facilities.

2. Performs and/or coordinates indoor air quality assessments, interprets findings and recommends corrective actions.

3. Coordinates soil, groundwater and other investigations required for ongoing County operations and County property acquisitions and/or development.

4. Develops project work scopes. Prepares bid solicitations and procures necessary contractor and/or consultant services. Coordinates and manages asbestos, lead, mold, indoor air quality, storm water pollution prevention, site remediation, and a variety of other assigned environmental projects.

5. Conducts and/or coordinates periodic inspections of GSA’s operations at County facilities and develops/updates required regulatory compliance plans and documents including: Hazardous Materials Business Plans; Spill Prevention, Control and Countermeasure Plans; Underground Storage Tank Management Plans and Storm Water Pollution Prevention Plans. Conducts and/or coordinates associated regulatory compliance training.

6. Conducts and/or coordinates asbestos awareness training. Updates and distributes annual asbestos notifications. Maintains a database of asbestos test data.

7. Reviews Safety Data Sheets; responds to OSHA and other regulatory inquiries; participates in special work groups/committees to promote disaster preparedness, continuity of operations and other vital County functions; and provides specialized consultation related to environmental issues or projects.


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor's degree from an accredited college or university.

And

Experience:

Four years of increasingly responsible Environmental experience that includes three years of environmental project management experience in one or more of the following areas: asbestos, lead and mold remediation in occupied facilities; indoor air quality investigations; environmental site assessments and remediation; preparation and implementation of storm water pollution prevention and/or other regulatory compliance plans.

License:

Possession of a valid California State Motor Vehicle Operator's license.

Certifications:

Completion of the initial Asbestos Hazard Emergency Response Act (AHERA) Worker/Supervisor, Inspector, and Management Planner courses. If an initial course was completed more than a year ago, completion of an 8-hour AHERA refresher course within the last year is also required.

Completion of an initial California Department of Public Health (CDPH) approved Lead Inspection/Assessment or Supervision and Project Monitoring course. If the initial course was completed more than two years ago, completion of a CDPH approved lead-related Continuing Education course within the last two year is also required.

Certification of completion of a 24-hour or 40-hour Hazardous Waste Operations and Emergency Response training.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

• Maintain accurate records and perform other administrative tasks as required for documenting projects, complying with County policies and procedures and/or complying with pertinent local, state and federal regulations.
