DESCRIPTION
|
Under general direction, to plan, direct, administer and evaluate the County-wide environmental programs, including but not limited to underground storage tanks, asbestos remediation, and indoor air quality for County-owned buildings and property; to manage, coordinate, administer and prioritize the work of consultants and contractors; and to do related work as required.
DISTINGUISHING FEATURES This position is distinguished from the Environmental Project Manager by having greater responsibility for the effective management and control of the County's environmental programs and activities located in the General Services Agency. The Environmental Program Manager oversees several major programs and a variety of smaller environmental related projects while the Environmental Project Manager is assigned specific projects to manage and upon completion is assigned other priorities as determined by the Environmental Program Manager. Environmental Program Managers are further distinguished by having responsibility for policy and administrative activities. |
EXAMPLES OF DUTIES

1. Directs an organizational unit engaged in advising and assisting agency staff and management to comply with environmental laws and regulations in agency activities, as well as conducting technical environmental and other studies in support of such activities. 2. Assigns and reviews the work of assigned staff in the analysis of the environmental effects of Agency activities; prepares and processes documents for compliance of Agency activities with environmental laws and regulations; coordinates with staffs of environmental regulatory agencies; and public relations relating to environmental matters. 3. Assigns and reviews the work of assigned staff engaged in conducting asbestos, indoor air quality and underground storage tank management programs; conducts technical environmental, engineering and other studies in support of such activities. 4. Develops and provides mandated training in asbestos and other regulated environmental areas to Agency personnel. 5. Manages the County's Uniform Hazardous Waste Manifesting Program. 6. Establishes standards and procedures for unit activities to ensure unit goals are met. 7. Assists Agency in formulating policy relating to environmental regulatory compliance, indoor air quality management, and the management of asbestos and other hazardous materials in County facilities. 8. Interviews applicants for employment and makes recommendations in hiring personnel; trains and oversees training of new staff, evaluates performance and promotes development of staff. 9. Represents the Agency regarding regulatory matters in discussions/meetings with Federal, State, regional, local entities and the public; acts as Agency's representative on interagency and other committees. 10. Conducts and participates in public meetings and other forums as the Agency's representative. 11. Assists in the preparation and administration of the budget for the unit. |
MINIMUM QUALIFICATIONS

Either I Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. |
KNOWLEDGE AND SKILLS
