DESCRIPTION

Under general direction, provides project management, liaison, inspection, and contract administration for the design, construction, and modification of County buildings and structures. Serves as the primary point of contact for customers, contractors, and stakeholders while managing all phases of a project, including budget, scheduling, controls, and client relations, and performs related work as required.

DISTINGUISHING FEATURES

This is a professional-level position where incumbents direct and orchestrate a team of service providers related to a particular project.  They have an understanding of how to structure a team, schedule the work, establish the budget, negotiate the project requirements and scope with the end user, and oversee and report project progress.  Incumbents receive direction negotiating professional services contracts while overseeing the County procurement process.  The Project Manager, General Services Agency (GSA), is responsible for multiple smaller and/or moderate-sized projects in terms of both dollar amount and complexity or may be responsible for a single larger project. GSA Project Managers are assigned to oversee construction projects and architectural projects requiring complex design work.  This class differs from the next higher classification of GSA Senior Project Manager in that the latter typically manages larger and more complex projects. The Senior Project Manager also provides guidance or assistance to Project Managers and other project management staff.

The Project Manager, GSA, may promote through a competitive process to the higher class of Senior Project Manager.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in the classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Confers with County departments to develop project scoping; advises on feasibility of projects; makes recommendations based on findings and maintains ongoing communications with customers.
  2. Defines project goals and objectives; with direction, develops project scope, budget, funding, and schedule; finalizes cost estimates.
  3. Manages projects from programming through construction phase and warranty period.
  4. Manages consultant and/or contractor selection process and is responsible for fee negotiations and approval of contracts.
  5. Assures that project program and conceptual design meet the County’s needs and are compatible with master plans.
  6. Tracks and monitors all project activities; inspects or reviews work under construction to make sure that new construction and alteration work being performed by contractors complies with plans, specifications, and codes.
  7. Monitors contract compliance (i.e., prevailing wages, certified payroll Department of Industrial Relations (DIR) regulations).
  8. Oversees project safety compliance; ensures contractors provide and adhere to established safety plans.
  9. Prepares budget reports and cost control analyses; responsible for keeping projects within approved budgets and on their approved schedule; analyzes claims and recommends approval of consultant/contractor payment.
  10. Regularly reports project status to Senior Management and customers regarding status and issues; manage customer satisfaction.
  11. Oversees project staff/contractors and attends meetings at various sites.
  12. Participates in public hearings; prepares and presents project reports to clients, the Board of Supervisors, the public, and others.

MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of two (2) years of full-time experience in the class of Supervisor, Buildings and Plant Maintenance; Supervisor, Carpentry, Paint and Lock Services; Public Works Fleet Supervisor; Field Maintenance Supervisor; Bridge and Pump Supervisor; Supervising Facilities Inspector; Project Manager Trainee, GSA; Administrative Specialist II or higher-level class in the Alameda County classified service that included construction project management.
OR II
Experience:

The equivalent of four (4) years of full-time, progressively responsible experience in project management in the areas of construction management, design management, architecture, or related fields.  

Substitution:

Possession of a bachelor’s degree from an accredited college or university in Construction Management, Engineering (Civil, Structural, Mechanical, or Electrical), Public Administration, Business Administration, Architecture, or a closely related field may substitute for two (2) years of the required experience

License

Possession of a valid California Motor Vehicle Operator's license.

Special Requirement:

Must be able to travel to locations throughout the County. Must be able to obtain and maintain security clearance.
