DESCRIPTION

Under general direction, plans, organizes, manages, coordinates, and supervises a large program for the County’s owned and leased real property portfolio including space programming, construction, technical appraisals, acquisitions, leasing licensing and disposition of real property and, performs related duties as required.

DISTINGUISHING FEATURES

This single position classification is located in the Strategic Facilities Capital Planning Division of the General Services Agency (GSA) and reports to the Strategic Facilities Capital Planning Manager. The incumbent is responsible for the management and operation of the County’s Real Property Management Program, including the acquisition, disposal, leasing, licensing, management of property rights and space allocation.

This class is distinguished from the lower class of Real Estate Projects Manager (REPM) in that the Real Property Program Manager has supervisory responsibilities and manages a large real property portfolio for County-owned and leased facilities for one of the largest counties in California.  The Real Property Program Manager differs from the next higher class of Strategic Facilities Capital Planning Manager in that the latter has overall responsibilities for long-term strategic capital facilities planning and space management, including the Real Property Program and Portfolio Management Program.


EXAMPLES OF DUTIES

  1. Develops and directs the implementation of goals, objectives, strategies, policies, and procedures associated with the acquisitions, disposals, management, and usage of County’s real property, interpreting regulations, negotiating right-of-ways, and analyzing reports and current market trends as applicable.
  2. Selects, supervises, trains, coaches and evaluates REPMs and other professional and clerical Real Property Management staff.  Monitors and manages staff implementation of project programming, space planning, design and construction of building projects or modifications, and real estate policies and procedures on leased property projects.
  3. Develops through economic, financial, and legislative analysis, alternatives for acquiring property (lease, buy, or build). Manages the County’s public-private lease-leaseback projects.
  4. Analyzes risk associated with real property to determine the potential consequences to the County which includes analyzing and interpreting financial data, creating visual models to represent possible outcomes, and preparing reports for senior management about these transactions.
  5. Monitors and manages staff implementation of project design and construction management standards, policies, and procedures on leased property projects.
  6. Facilitates working groups, prepares technical, fiscal, and administrative reports for presentation to the elected County officials, department leadership, other government agencies, community members and the public at large. Acts as department liaison to other County departments such as Risk Management, County Counsel, Public Works, and acts as departmental representative to external vendors and community members on matters regarding real property.
  7. Conducts complex, comprehensive assessments of County operational data to understand and align legislative, business, and real property goals.
  8. Manages the administration of the County’s leasing and licensing program, including leasing of private property for County departments or of County-owned property leased or licensed to outside parties; ensures that principal stakeholders comply with agreement terms; manages a property inspection program; manages property valuation notifications with Risk Management to ensure indemnification and excess insurance authority coverages are in place.
  9. Manages and implements standards for space design and furniture use and re-use for County buildings in alignment with County’s Mission, Vision, Values, and various Resolutions. Manages space allocation, tenant improvement, construction and coordination of moves along with associated procurements across the real property portfolio.
  10. Prepares and supervises the preparation of resolutions, ordinances, deeds, escrow instructions, leases, licenses, permits to enter, purchase and sale agreements, easements, and other documents necessary to implement the acquisition, sale, leasing, transfer or property rights, or management of real property. Confers with County Counsel to ensure legality.
  11. Leads the most complex negotiations with developers, owners, brokers, and government entities.  Coaches subordinate staff in the more difficult appraisals and negotiation assignments.
  12. Develops and administers the Real Property Management budget; manages preparation of and maintains program budgets and schedules, keeping projects within budgetary limits.
  13. In collaboration with other GSA divisions, and GSA management, reviews and interprets the real property impacts of reports on environmental and facility conditions making decisions and recommendations regarding actions such as acquisition or disposal.


MINIMUM QUALIFICATIONS


EITHER I  
Experience

The equivalent of four (4) years of experience in the class of Real Estate Projects Manager or an equivalent class in the Alameda County classified service.

OR II 
Education

Possession of a bachelor’s degree from an accredited college or university in engineering, architecture, construction management, real estate law, business or public administration or a closely related field. 

AND
Experience:

The equivalent of five (5) years of full-time (or equivalent part-time hours) administrative and technical experience in real property management demonstrating possession of the following knowledge and abilities. One (1) year of this required experience must have been in a lead or supervisory capacity over staff within the real property management field.

Substitution:

Four (4) years of additional experience may be substituted for the bachelor’s degree. 

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

Completion of California Department of Real Estate Salesperson coursework is desirable.

Public sector and right-of-way experience is desirable.

Possession of a valid California Department of Real Estate Salesperson License (Broker’s License) is preferred.

License:

Possession of a valid California State Motor Vehicle Operator's license.
