DESCRIPTION

Under general direction, plans, organizes, manages, coordinates, and supervises a large program for the County’s owned and leased real property portfolio including space programming, construction, technical appraisals, acquisitions, leasing licensing and disposition of real property and, performs related duties as required. DISTINGUISHING FEATURES
This single position classification is located in the Strategic Facilities Capital Planning Division of the General Services Agency (GSA) and reports to the Strategic Facilities Capital Planning Manager. The incumbent is responsible for the management and operation of the County’s Real Property Management Program, including the acquisition, disposal, leasing, licensing, management of property rights and space allocation.
This class is distinguished from the lower class of Real Estate Projects Manager (REPM) in that the Real Property Program Manager has supervisory responsibilities and manages a large real property portfolio for County-owned and leased facilities for one of the largest counties in California. The Real Property Program Manager differs from the next higher class of Strategic Facilities Capital Planning Manager in that the latter has overall responsibilities for long-term strategic capital facilities planning and space management, including the Real Property Program and Portfolio Management Program.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of four (4) years of experience in the class of Real Estate Projects Manager or an equivalent class in the Alameda County classified service.
OR II
Education:
Possession of a bachelor’s degree from an accredited college or university in engineering, architecture, construction management, real estate law, business or public administration or a closely related field.
AND
Experience:
The equivalent of five (5) years of full-time (or equivalent part-time hours) administrative and technical experience in real property management demonstrating possession of the following knowledge and abilities. One (1) year of this required experience must have been in a lead or supervisory capacity over staff within the real property management field.
Substitution:
Four (4) years of additional experience may be substituted for the bachelor’s degree.
Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.
Completion of California Department of Real Estate Salesperson coursework is desirable.
Public sector and right-of-way experience is desirable.
Possession of a valid California Department of Real Estate Salesperson License (Broker’s License) is preferred.
License:
Possession of a valid California State Motor Vehicle Operator's license.
