DESCRIPTION
Under instruction and close supervision, learns and assists in a training capacity with the coordination and management of projects of County buildings, structures, and properties.

DISTINGUISHING FEATURES 

Positions in this classification are located in the General Services Agency (GSA), and may be assigned to various divisions, including Capital Programs and Building Maintenance Department.  This classification is designed to facilitate the recruitment and training of incumbents in project management. Incumbents are progressively assigned administrative and project management duties in a training capacity acquiring relevant principles, techniques, and experience in planning, design, bidding, construction, inspection, and contract administration of projects. After two (2) years of full-time experience in this classification, incumbents may qualify by competitive examination for positions in the higher-level classification, Project Manager, GSA.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in the classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Assists in developing project scoping and advising on the feasibility of projects.
  2. Under direction, maintains ongoing communications with customers.
  3. Learns to define project goals and objectives; with direction, assists in developing project scope, budget, funding, and schedule.
  4. Learns to manage projects from programming through the construction phase and warranty period.
  5. Learns to prepare Requests for Proposals (RFPs); coordinate and manage consultant/contractor selection process, including fee negotiations and approval of contracts.
  6. Learns to ensure that project program and conceptual design meet the County’s needs and are compatible with master plans.
  7. Assists in tracking and monitoring all project activities, including inspecting, or reviewing work under construction to make sure that new construction and alteration work being performed by contractors complies with plans, specifications, and codes.
  8. Assists in monitoring project safety compliance, including ensuring contractors provide and adhere to established safety plans. 
  9. Learns to Assist in monitoring contract compliance (i.e., prevailing wages, certified payroll, Department of Industrial Relations (DIR). 
  10. Learns to prepare budget reports and cost control analyses, including keeping projects within approved scope, budgets, and schedule and analyzing claims to make recommended approval of consultant/contractor payment.
  11. Learns to regularly report project status to management and customers. 
  12. Attends meetings at various sites and may participate in making presentations.
  13. May perform other duties as assigned.

MINIMUM QUALIFICATIONS

Experience:

Possession of a bachelor’s degree from an accredited college or university in Construction Management, Engineering (Civil, Structural, Mechanical, or Electrical), Architecture, Public Administration, Business Administration, or a closely related field.

License: Possession of a valid California Motor Vehicle Operator's license.

Special Requirement:

Must be able to travel to locations throughout the County. Must be able to obtain and maintain security clearance.
