Account Clerk II (HARD)

Introduction

THIS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

The Hayward Area Recreation and Park District is recruiting to fill one position of Account Clerk II.

The Hayward Area Recreation and Park District is an independent special use district providing park and recreation services to over 250,000 residents living within a 64 square mile area which includes the City of Hayward, Castro Valley, San Lorenzo, and the unincorporated Ashland, Cherryland and Fairview districts.  The Park District known locally as "H.A.R.D." is the largest recreation district in the state of California.  Since it's creation in 1944, the District has provided residents with many beautiful facilities and parks, as well as hundreds of educational and recreational classes and programs.  The mission of the Park District is improving the quality of life for citizens of all ages by providing a variety of recreational activities, special events, facilities and services that encourage life-long learning, fitness and fun.

DESCRIPTION

THE POSITION

This position is a mid-level class in the general account clerk series, specific to the Accounting Division.  Positions in this class are responsible for performing accounting and bookkeeping work of a complex and interrelated nature in conformance with routine processes, accounting and financial transaction processing methods and accounting operations scheduling and control techniques.

 

MINIMUM QUALIFICATIONS

EITHER I

Education:

High school diploma or equivalent. Completion of college level coursework in Business Administration/Accounting or related field is preferred, AND

Experience:

The equivalent of one year of full time experience in the class of Account Clerk I, or an equivalent or higher level clerical class in the Hayward Area Recreation and Park District’s service.

OR II

Experience:

The equivalent of two years of full time financial record-keeping experience. (One year of experience may be substituted by possession of an AA degree in Business Administration from a recognized college.)

License:
Valid California Motor Vehicle operator’s license and a good driving record.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified applicants will possess the following competencies:

Knowledge of:
• General bookkeeping, accounting, and auditing procedures and practices.
• Modern office methods and equipment.

Ability to:
• Understand and interpret the principles, laws, and procedures involved in the bookkeeping and auditing functions of the District.
• Establish and maintain open, honest and effective communications with co-workers at all levels of the organization, as well as customers. Ability to work as a team player.
• Provide verbal and written information to a wide variety of people and officials.
• Exercise diplomacy and tact in contact with others
• Analyze data and draw logical conclusions.
• Prepare and submit financial reports.
• Read, write and speak the English language.
• Operate personal computers and output equipment with sufficient speed, agility and manual dexterity as to be able to produce final, error-free copy within prescribed timelines.
• Withstand sustained periods of sitting while intermittently operating keyboards, twisting and reaching to operate other equipment without incapacitating adverse effect.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a written examination weighted as 40% of the candidate’s final examination score or which will be qualifying only. Those candidates scoring highest on the written exam will move on to the next step in the examination process, an oral interview which will be weighted as 60% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.

Selection Plan

BENEFITS

EMPLOYEE BENEFITS: 

·   Ten (10) working days paid vacation each year; fifteen (15) days after five (5) years of service; and twenty (20) days after thirteen (13) years of service.

·   Fourteen (14) paid holidays a year.

·   Sick leave is accrued at the rate of one (1) day per month.

·   Choice of three (3) health plans for employees and their dependents, most, if not all of which is paid for by the District.  The medical plan design offered to employees is a $15 HMO Plan or High Deductible PPO Plan. Employees may elect coverage provided through one of the two medical carriers, United Healthcare HMO or PPO, Kaiser Permanente HMO.
