THE DEPARTMENT
The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services.
The Department further supports the Civil Service Commission and its implementation of the Civil Service Rules. We pride ourselves in delivering high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals. The current vacancy will oversee the Personnel Service Division which provides merit-based recruitment, examination, classification, and compensation services efficiently in order to engage with, attract and retain a qualified and diverse talent pool that meets the needs of County departments enabling them to continue to provide excellent public services.
THE POSITION
Under general direction, develops, plans, organizes, administers, and directs the activities of a centralized Human Resource Services Division that has countywide impact and responsibility; develops and implements division and program goals, policies, and priorities; provides highly responsible and complex human resources consultation and administrative support to departmental senior managers and executives within the assigned division; and performs related work as required.
DISTINGUISHING FEATURES
This classification is allocated only in the Human Resource Services Department within the Administrative Services, Benefits, Personnel Services and Training and Education divisions. Incumbents will have full functional management responsibility for the respective Division that has countywide impact. This is a senior level leadership position in Human Resource Services and is distinguished from first-line supervisory classifications in the Human Resource Services Department by its division management responsibility for overseeing the day-to-day operations of a centralized human resources discipline of countywide significance. It is further distinguished from the Director of Human Resource Services which has overall leadership responsibility for the centralized Human Resource Services Department.
THE IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success including:
Education:
Possession of a Bachelor’s degree from an accredited college or university with major course work in human resource/personnel administration, public or business administration, political science, industrial psychology, psychometrics or a closely related field.
AND
Experience:
The equivalent of three (3) years full-time supervisory experience managing and overseeing the activities and staff of a centralized human resources discipline in one of the following areas: benefits; recruiting and classification/compensation; administrative services training; or civil service with countywide responsibilities.
