ALAMEDA COUNTY
Alameda County with a population approaching 1.6 million residents
is the geographic center of the San Francisco Bay Area, located on the east
side of the Bay across from the San Francisco peninsula, with Contra Costa
County to the north and Santa Clara County to the south. Alameda is the second
largest county in the Bay Area and the seventh largest county in the State. The
County encompasses 14 incorporated cities and six unincorporated areas that
span a total of 738 square miles. Commonly referred to as the “East Bay,” the
region has been the fastest growing in the San Francisco Bay area for more than
two decades. The East Bay is popular because of its desirable location,
incredible diversity, ideal climate, broad economic base, plus its range of
available housing and business opportunities. The County itself is one of the most
diverse regions in the entire country.
Alameda County offers a rich array of cultural activities,
including the Oakland Museum and the Oakland East Bay Symphony. The wine country of the inland Tri-Valley area and
the Chabot Space and Science Center bring additional opportunities for
recreation, relaxation and education. The University of California, Berkeley
and California State University, East Bay are just two of the numerous
distinguished academic institutions serving Northern California. Urban
transportation options are extremely accessible in Alameda County including the
Oakland International Airport, the Bay Area Rapid Transit (BART) system and the
San Francisco Bay Ferry.
THE POSITION
Under close supervision, to learn to perform professional, human
resources management work in a County department or agency assisting,
developing and maintaining a program of human resources management and
administration including, recruitment/staffing, workforce planning, training
and development, examination development and administration, employee
selection, position classification, performance evaluations, affirmative
action, disciplinary and grievance procedures and employee relations; and to
perform other related duties.
DISTINGUISHING FEATURES
This series specification describes two levels of the Departmental Human
Resources Officer classifications, which under close supervision to learn at
the lower level, and under general direction to perform at the upper level.
Departmental Human Resources Officer Trainee is an entry-level, flexibly
staffed classification in the Departmental Human Resources Officer series,
located in County operating departments/agencies and reporting to a
Departmental Human Resources Manager or Chief Departmental Human Resources Administrator.
This class is distinguished from the Human Resources Trainee in that the latter
class is assigned to the Human Resources Services Department and participates
in a comprehensive, 18-month County human resources management training
program.
THE VACANCIES:
We are currently recruiting to establish a countywide eligible
list that will be used by any County department or agency needing to fill a
vacancy in this classification. There are immediate vacancies
in the General Services Agency.
THE GENERAL SERVICES AGENCY
Alameda County General Services Agency (GSA) delivers a host of logistical support services to County agencies and partners from maintenance of facilities and County fleet to energy and environmental management services, capital project management, procurement services, and clean commute and recycling programs. The GSA Community strives not only to provide these services but to also facilitate collaborative and innovative approaches in its efforts. While the GSA Community largely focuses on support services for Alameda County departments and other public agencies, the work has a direct impact on the communities. GSA builds structures such as libraries and youth centers that transform communities, provides opportunities for local businesses, and works towards ensuring that County work practices minimize negative impacts to the environment. Either I
Experience:
The equivalent of two years of full-time experience as a Human Resources Technician or in an equivalent or higher classification performing human resources related activities in the Alameda County classified service.
Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.
Or II
Education:
Possession of a Bachelor's degree in a relevant field from an accredited college or university.
AND
Experience:
The equivalent of one year full time professional level human resources management experience involving compensation analysis, workforce planning, training and development, recruitment/staffing, employee relations, requiring the use of the knowledge and skills described in this specification. (Two additional years of experience may be substituted for the degree.)

THE EXAMINATION WILL CONSIST OF the following steps:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process;
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
