THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.  Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by May 12, 2023.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

THE AGENCY

The Alameda County Social Services Agency (SSA) is comprised of approximately 2,400 men and women working collectively and in partnership with community-based organizations, neighborhood groups and policy makers to serve the needs of the community. SSA provides services through its administration and operating departments. Administration includes Finance, Government and Community Relations, and Human Resources. SSA’s operations include Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration. 
 
The Social Services Agency assists one out of four of Alameda County's residents. The mission of the Social Services Agency is to promote the economic and social well-being of individuals, families, neighborhoods, and communities.

THE POSITION

 

Under direction, incumbents of the class of Senior Program Systems Coordinator supervise a unit of Program Systems Coordinators responsible for acting as liaison between end-users in their department and the Application Production Services and Support unit and providers participating in the evaluation, planning, organization, design, modification and implementation of existing and new information systems to ensure that program regulations are implemented and procedures are developed and meet functional requirements for end-users; and performing other duties as required.

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

·         Ability to evaluate various systems and effectively represent information system users in the design of systems for automated applications.

·         Demonstrated expertise as a self-directed problem-solver with high standards for quality and a strong commitment to customer service.

·         Exceptional communication skills, both written and oral, and the ability to communicate effectively with staff who are not familiar with data processing.

·         Strong ability to identify and understand complex problems and concepts, to gathering and analyzing information, make decisions and exercise good judgment based on available data, design solutions to problems, and formulate and articulate action plans.

·         Ability to maintain effectiveness even when experiencing changes in work responsibilities, priorities and deadlines and takes prompt action to accomplish objectives; champions policy/practice changes.

·         Exceptional organizational skills, including the ability to independently prioritize tasks and not only work on multiple projects simultaneously, but also be able to provide status updates on projects at a moment’s notice.

·         Ability to provide guidance, identify issues and address them proactively and collaboratively.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years of full-time experience as a Program Systems Coordinator or equivalent class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

The equivalent of eight years of full-time experience in a Social Service organization with responsibility in program planning and/or evaluation or program administrative activities, two years of which must have included supervisory or lead responsibility for defining, planning and implementing automated information systems for such programs.

Possession of a Bachelor's Degree from an accredited college or university in an appropriate major or field of study; or a Master's Degree in an appropriate field of study may be substituted for four or five years of the required experience, respectively, but may not be substituted for the required two years of lead/supervisory experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

The most suitably qualified candidates will possess the following competencies:

• Applicable program federal, state and local program laws, rules and regulations.
• Principles, practices, funding sources and administrative requirements in the program area to which assigned.
• Principles and methods used in the analysis and development of data processing computer systems and procedures relating to assigned program area.

• Practices and techniques of programmatic analysis and report preparation.
• Project management principles and analytical methods for studying problems, developing alternatives and recommendations.

• Evaluate both existing systems and proposals.
• Effectively represent information system users in the design of systems for automated applications.
• Communicate with departmental personnel not familiar with data processing and translate their needs into systems requirements.
• Communicate departmental information systems needs to information systems providers.
• Evaluate the efficacy of newly developed automated systems.
• Represent the department and the County in meetings and make effective presentations to diverse groups.
• Supervise and coordinate the work of assigned staff.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1. A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the testing.
2. An oral examination which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this examination.
