THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed, by the last day for filing, the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE POSITION
Under general direction, to implement and administer a program of compliance with equal opportunity regulations and policies for construction,  goods and services, architectural and engineering, and professional services contracts; to promote County contracting opportunities through outreach to the local, small, women- and minority-owned business community; to monitor effective compliance, recommend appropriate action to effect compliance and to seek appropriate measures for non-compliance with County equity programs; to perform periodic review and recommend updates/enhancements to programs, policies, and procedures; and to perform related duties as required.

DISTINGUISHING FEATURES

This classification is located in the General Services and Public Works Agencies.  Each position is responsible for developing, administering, implementing, and monitoring outreach and equity programs to ensure that all procedures are followed for procurements and contracts within the Agency, and to review contracts and procurement documents for compliance with Federal and State contracting and labor codes.  The position is responsible for monitoring and compliance in the administration of contracts and for the enforcement of sanctions against violating contractors.  The Contract Compliance Officer’s functions are independent of those of the project and construction managers.  It is distinguished from the Diversity Programs Manager and Assistant Diversity Programs Manager, County Administrator's Office, in that they have county-wide responsibility for investigation of complaints.

THE VACANCIES:

We are currently recruiting to establish a countywide eligible list that will be used by any County department or agency needing to fill a vacancy in this classification.  There is an immediate vacancy in the Alameda County General Services Agency.

MINIMUM QUALIFICATIONS

EITHER I
Experience

The equivalent of two (2) years of full-time experience of or higher than the class of Administrative Specialist II in the Alameda County classified service.

OR II
Education

Possession of a bachelor’s degree from an accredited college or university in public or business administration, or a related field. 

AND
Experience

The equivalent of four (4) years of full-time, increasingly responsible experience in the field of construction management, contract compliance, equity programs or industrial relations which includes oversight and coordination of outreach and contract administration projects.

License:

Possession of a valid California Motor Vehicle Operator’s license.

Special Requirements:

Must be willing to travel to various locations within and outside the County and attend meetings/events outside of the standard business hours.

KNOWLEDGE AND SKILLS

NOTEThe level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Employment and labor practices and minority business conditions in the Bay Area.
  • Codes, statutes, and laws related to equal employment and business development in public procurement (construction and good and services).
  • Practices of public procurement and the administration of equity programs
  • Federal, State, and local codes, statutes, laws, and regulations related to public procurement and contracting. Contractual agreements related to public contracting, including DIR requirements, prevailing wage, etc.
  • Procedures and guidelines used to investigate employment and business practices.
  • Business and political networks within the vendor community.
  • Contract administration and management.
  • Computer databases and applications related to the work.
Ability to:

  • Understand, interpret, and apply legislation, laws, rules, and regulations.
  • Analyze operations and procedures in order to improve and make recommendations.
  • Plan, organize, and direct equity and outreach programs with department staff, union representatives, and members of the small, local, and diverse business community. 
  • Establish effective working relationships with coworkers, trade and business organizations, and members of the community.
  • Speak effectively before groups.
  • Keep abreast of developments in the field of public procurement and Contract/Labor Compliance.
  • Set up methods for effective monitoring of projects from inception through completion.
  • Prepare clear and concise reports and provide meaningful analysis of the information.
  • Use applicable computer databases and applications related to the work.
  • Assign and supervise the work of other employees.
  • Maintain effective communication and working relationship with governing boards, contractors, and a variety of management positions while maintaining objectivity amongst all groups.
  • Address delicate or sensitive issues in a tactful, effective manner.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of applicants' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is an oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises.
