THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

SUPPLEMENTAL QUESTIONNAIRE: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing.

DESCRIPTION

THE AGENCY:

The Alameda County Social Services Agency (SSA) is comprised of approximately 2,400 men and women working collectively and in partnership with community-based organizations, neighborhood groups and policy makers to serve the needs of the community. SSA provides services through its administration and operating departments. Administration includes Finance, Government and Community Relations, and Human Resources. SSA’s operations includes Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration. 

SSA assists one out of four of Alameda County's residents. The mission of the SSA is to promote the economic and social well-being of individuals, families, neighborhoods, and communities.

THE POSITION:

The Workforce Services Technician is a specialized classification located in the Alameda County Workforce Development Board (ACWDB) Department, in the Social Services Agency. A Workforce Services Technician requires advanced knowledge of complex workforce services program eligibility, the required documentation of customer service flow from enrollment to follow-up, and how such documentation relates to overall performance. Incumbents in this class provide technical assistance and operational and procedural support to workforce services representatives in the areas of customer eligibility, regulation compliance, program performance, and customer service flow.  Incumbents in this class also perform regular, ongoing, and annual program monitoring reviews in these general areas including recommending corrective action. 

ACWDB is responsible for planning and implementing the provisions of Title I of the Workforce Innovation and Opportunity Act (WIOA) which include maintaining a workforce system that is flexible, seamless, and responsive to the needs of both job seekers and employers. Alongside its' legislated functions it should play a leadership role in informing human capital policy and service delivery beyond WIOA in their respective jurisdictions.

IDEAL CANDIDATE:

In addition to the minimum qualifications listed below, the ideal candidate will have a strong history of demonstrated expertise in the following areas:

· Effective communication, both written and oral.

· Establishing and maintaining cooperative working relationships with a culturally diverse public, contractors and co-workers.

· Learning and applying new information quickly, specifically State and Federal regulations and procedures; interpreting and/or explaining the same to workforce services representatives and participants.

· Analyzing and evaluating various data sources, situations and reaching sound conclusions, and/or making sound recommendations.

· Successfully utilizing computers and various software applications.

 

MINIMUM QUALIFICATIONS

EITHER I

Experience: 

The equivalent of two (2) years of full-time experience in the class of Specialist Clerk II or in an equivalent or higher classification in the Alameda County classified service. 

OR II

Education:

The equivalent of two (2) years of college (90 quarter units or 60 semester units) from an accredited college or university. 

AND

Experience: 

The equivalent of one (1) year of full-time administrative experience which has included some combination of document review and processing, administrative or financial recordkeeping and/or office management.

Substitution: 

Additional experience as outlined in pattern II may be substituted for the education on a year-for-year basis. 

License: 

Possession of a valid California Driver's license.

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Technology related to cloud file storage and virtual meeting platforms. 
  • Administrative and clerical procedures and systems such as word processing, managing files and records, database and spreadsheet usage, form design, and other office procedures and terminology.
  • Provisions of current workforce services legislation, the California Welfare and Institutions Code, the Social Security Act, and other pertinent legislation in the field of public welfare.
Ability to:

  • Maintain up-to-date knowledge on the use of technology.
  • Develop training materials, manuals, and presentations. 
  • Communicate effectively with federal, state, local and private entities.
  • Perform clerical work involving independent judgment and requiring accuracy and speed. 
  • Understand the implications of new information for both current and future problem-solving and decision-making.
  • Communicate effectively, orally and in writing, and make accurate arithmetical computation. 
  • Understand and follow complex oral and written directions and procedures. 
  • Analyze and evaluate individual situations, reach sound conclusions, and make appropriate recommendations. 
  • Establish and maintain cooperative working relations with the public, contractors, and co-workers. 

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
