Treasurer-Tax Collector's Specialist III

Introduction

THIS IS A REOPENING OF A CONTINUOUS EXAMINATION. This examination may be reopened as necessary, and the names of additional candidates merged onto the existing list according to examination score.  

If you have previously applied or started an application for Treasurer-Tax Collector's Specialist, III Examination #23-1603-01, during the original opening period of 02/15 to 03/11/2024, read this entire bulletin. There are specific instructions on how to reapply for this position, if you are eligible.

If you have previously completed the recruitment process and your name was added to the eligible list and choose to reapply, your new score/disposition will replace your current disposition. If you do not wish to change your score/disposition, you are not required to reapply to this examination. The scores and dispositions of candidates for this examination will be merged with previous exam participants. 

If you previously submitted an application and choose to reapply, your new score/disposition will replace your current disposition. 

  • Candidates who received a qualifying score and placed on the eligible list cannot participate in the examination within six (6) months of their oral interview date. The resulting score will take the place of your original score. 
  • Candidates who did not qualify may reapply sixty (60) days from their disposition notice of the final score.  
  • Candidates who failed any of the exam components (i.e., written, oral exam), may reapply sixty (60) days from the notification date.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION


THE AGENCY
Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services, including the investment of monies on deposit with Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.

THE POSITION
This class specification is located in the Office of the Treasurer-Tax Collector. Treasurer-Tax Collector’s Specialists, under varying levels of supervision, will have close contact with the public, both by telephone and in person, answering questions related to unsecured and secured taxes. Unsecured taxes include Current Unsecured and Unsecured Delinquent taxes. Secured taxes include Current Secured, Secure Delinquent and Tax Defaulted Land. Incumbents receive, examine, prepare, process and maintain a variety of documents; assure adherence to legal procedures, collect fees, record, distribute and reproduce copies of documents and perform related duties as required.

This is the advanced journey level classification in the series.  Whereas the lower classification of Treasurer Tax Collector Specialist I & II are flexibly staffed, the Treasurer Tax Collector Specialist III position is appointed through competitive examination.   Incumbents, under general supervision, perform the most complex duties involving property taxation and/or secured and unsecured bankruptcy.  The Treasurer Tax Collector Specialist III differs from the lower classifications of Treasurer Tax Collector I and II in that the duties are characterized by incumbents having frequent public contact, either in on the telephone or in person, which requires extensive research, independent decision-making and judgment and a thorough knowledge of the most complex procedures, rules, codes, policies and computer applications of the Office of the Tax Collector.

MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of full-time experience in the class of Treasurer-Tax Collector’s Specialist II or in an equivalent or higher-level class in Alameda County classified service, which must have included duties similar to those of Treasurer-Tax Collector Specialist II.

Or 

The equivalent of two years of full-time experience performing duties of a complex and technical nature in applying legal statutes and rules requiring expertise and special knowledge, independent interpretation, problem-solving, and research of complex legal documents.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Techniques and practices for dealing with individuals from various socioeconomic and ethnic groups both on the telephone and in person and through correspondence (including stressful contact with irate and hostile individuals).
  • Modern office practices and procedures including the use of computer hardware and software and related equipment.
  • Laws, regulations, and codes governing the taxation of property.
  • Legal terminology applicable.
  • Business correspondence, filing, and standard office equipment operations.
  • Business arithmetic.
Ability to:

  • Establish and maintain effective working relationships with the public (including stressful contacts with irate persons), staff, peers, and other agencies.
  • Learn and use software applications specific to the Office of the Treasurer-Tax Collector.
  • Learn and apply complex laws, regulations and codes governing the taxation of real property.
  • Perform extensive research of Tax Collector, Assessor and Clerk-Recorder files/records to compile reports and formulate responses.
  • Prioritize work and coordinate several activities to meet critical mandated deadlines.
  • Perform detailed and accurate review of legal documents for completeness of information and conformance with requirements.
  • Exercise independent judgment in determining proper work methods and procedures and assembling and evaluating information.
  • Analyze, evaluate, and draw logical conclusions.
  • Organize and maintain accurate files and records.
  • Perform detailed office support work.
  • Perform accurate arithmetic calculations.
  • Communicate effectively orally and in writing.
  • Understand and follow complex oral and written instructions.
  • Work independently and carry out assignments with minimal supervision.

 

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of the applicants’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process. 
  3. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview will be administered virtually and may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
