Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

SUPPLEMENTAL QUESTIONNAIRE: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION


THE AGENCY

The Alameda County Community Development Agency's mission is to enhance the quality of life of Alameda County residents and plan for the future well-being of the County's diverse communities; to balance the physical, economic and social needs of County residents through land use planning, environmental management, neighborhood improvement, and community development, and to promote and protect agriculture, the environment, economic vitality and human health.

THE POSITION

Under general direction, the Senior Planner is responsible for supervision of the day-to-day activities of a functional section within the Planning Division of the Community Development Agency; administrative and evaluative functions for the division and the Department; personal performance of duties related to more complex projects; and related work as required.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of full-time experience in the class of Planner III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Possession of a Bachelor's degree from an accredited college or university, and the equivalent of four years of increasingly responsible, professional experience in County, city, or regional planning, or a related field, including experience directing the work of others or administrative experience.

(NOTE: A Master's degree in city, regional or urban planning, public health, or a related field from a accredited college or university, based on a two-year curriculum, may be substituted for two years of the required experience.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies: 

Knowledge of:

  • The principles and aims of city, regional, and environmental planning and zoning administration.
  • Implications of economic, demographic, and sociological trends on land development and community planning.
  • Evaluation, data sources and research methods, including statistical methods.
  • Proportion, spatial relationships, and aesthetic concepts of physical planning.
  • Concepts of basic site planning including grading, circulation, landscape design and building placement.
  • Laws relating to planning, zoning, housing, subdivision and environmental protection, including the California Environmental Quality Act (CEQA) or similar legislation.
Ability to:

  • Apply the principles, methods, and techniques involved in city, regional environmental planning, and zoning administration.
  • Analyze and review site plans, subdivision design, grading plans, surface mining plans, service delivery plans and/or strategic plans.
  • Make recommendations for actions consistent with County, regional, and State policies and regulations.
  • Plan and organize.
  • Make decisions, use good judgment.
  • Exercise leadership.
  • Provide management control.
  • Communicate effectively orally and in writing.
  • Deal effectively and tactfully with the public and staff, members of the Board of Supervisors, Planning Commission and other bodies and jurisdictions.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the applicants’ applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates' supplemental questionnaires to select the best qualified applicants to continue in the process. Those candidates considered the best qualified will move on to the final step of the examination process. 
  3. An oral examination weighted as 100% of the candidate's final examination score. The oral interview will be administered virtually and may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
