Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.
Applications and supplemental questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing.

DESCRIPTION


THE AGENCY
The Alameda County Library provides library services from ten libraries in the cities of Albany, Dublin, Fremont, Newark, and Union City and the unincorporated communities of Castro Valley and San Lorenzo. The Alameda County Library also provides additional services through Mobile and Outreach Services, Education and Literacy Services, and Social Justice Services.

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian, Cynthia Chadwick, and the Board of Supervisors on library services.

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services.

The Board of Supervisors allocates a portion of utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services. THE POSITION
Under general supervision, Librarian I’s and II’s provide professional services for library members or assist in the operation of a library; may be assigned to general reference, children’s services, young adult services or technical services; and do related work as required.

Librarian I is the beginning-level position in the professional librarian series and is distinguished from a Librarian II according to the amount of supervision given and responsibility delegated.

IDEAL CANDIDATE
The ideal candidate can work in any location throughout the Alameda County Library and can work a flexible schedule that includes evening and weekend hours.  The ideal candidate will have the following characteristics in addition to meeting the minimum qualifications listed below:

VACANCIES
The Alameda County Library currently has full-time and part-time vacancies throughout the organization.

Community Libraries
The Library is seeking multiple librarians to work in locations throughout the County. Librarians assigned to a Community Library provide direct service within the diverse communities of Alameda County to support the Library’s mission. They will work with members of all ages and backgrounds and are generally assigned to focus on a specific population. Librarians work collaboratively with internal and external partners and perform professional work in outreach, program development, reference and readers advisory, and other duties as assigned. 

Social Justice Services
Social Justice Services provides library programs, services, and materials to marginalized populations with reduced access to traditional libraries. We currently offer services across Alameda County. The Library is currently seeking one librarian with a passion for working with underserved and marginalized populations, who has strong readers advisory skills, and excels in planning library programs. Librarians serving in Social Justice Services will need to be able to follow policies and procedures in secure environments, demonstrate an ability to remain calm and clear-headed in intense environments, and work in partnership with sworn and non-sworn staff across all departments served.

Mobile and Outreach Services
Mobile and Outreach Services delivers library services directly to high need communities across Alameda County. The Library is currently seeking one librarian whose role involves outreach, building community partnerships, reference, and reader's advisory. We are looking for a creative and energetic team player that wants to spread the word about the amazing resources the library has to offer and is comfortable working onboard a mobile library.

Technical Services 
Cataloging & Processing works behind the scenes to ensure that library material is always searchable, browsable, and understandable for our communities. The Library is looking for a confident and highly motivated individual who shows a deep interest and passion for cataloging while keeping user search needs in mind. This hire will work in Technical Services, focusing on copy and original cataloging for materials in a variety of formats and dozens of international languages. They will work closely with the Cataloging Manager, assisting in database maintenance, authority control, answering inquiries from staff and members, and other duties as needed.

MINIMUM QUALIFICATIONS

Either I

Possession of a master's degree in Library Science awarded by a school of librarianship accredited by the American Library Association.

Or II

The equivalent of two years of full-time experience as a Library Assistant II in the Alameda County Library system.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

  • Principles and practices of librarianship, including those for bibliographic entry, reference work and cataloging.
  • Public library programs and their relationship to community needs.
  • Books, periodicals in general use, CD-ROMS, on-line reference and bibliographic sources and reference books, and common indexing services.
  • Electronic information sources (e-mail, Internet, etc.).
  • Library business methods, procedures, and practices.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
