Maintenance Manager, Zone 7

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

DESCRIPTION


THE AGENCY
Zone 7 Water Agency supplies treated drinking water to retailers serving approximately 260,000 residents and businesses in Pleasanton, Livermore, Dublin and, through special agreement with the Dublin San Ramon Services District, the Dougherty Valley area of San Ramon. Zone 7 also supplies untreated irrigation water (mostly to vineyards) and provides flood protection to eastern Alameda County.

THE POSITION
Under general direction, the Maintenance Manager plans, organizes, and manages the maintenance of Zone 7’s assets including water treatment plants, well field and associated distribution system facilities, flood control areas, fleet, building, and grounds; coordinates division activities with other Zone 7 divisions, and performs related duties as required.

DISTINGUISHING FEATURES

The Maintenance Manager has full management authority and responsibility for the overall maintenance of the water supply system and flood control areas.  The incumbent works closely with other management staff, regulatory agencies, and water and flood control agencies and organizations to ensure a continuous supply of high-quality water and effective flood protection services.

            MINIMUM QUALIFICATIONS

            EITHER
            Experience:

            The equivalent of three (3) years full-time experience in the class of Water Facilities Supervisor, Zone 7 or Maintenance and Construction Supervisor, Zone 7 in the Alameda County classified service.  

            OR
            Education:

            Possession of a bachelor’s degree in public administration, Industrial Maintenance, Engineering, or related field.

            AND
            Experience:

            The equivalent of five (5) of years full-time in public utilities maintenance, operations, engineering, or construction, three (3) years of which includes supervisory experience maintaining or operating a public potable water system or wastewater treatment facility.

            SubstitutionAdditional work experience may be substituted for the educational requirement on a year-for-year basis. 

            Certificates:

            Possession of a Certified Control System Technician 3, or possession of AWWA Cross-Connection Control Program Specialist certificate or possession of ISA and /or trade certificates is desirable.

            Possession of a valid Grade 2 Distribution (D-2) Certificate issued by the California Department of Health within 18 months of appointment to the class of Maintenance Manager.  Advanced certifications desirable but not required.

            LicensePossession of a valid California Driver’s License. 

            Special Requirements:

            • Work outdoors in a variety of weather conditions.
            • Respond to evening, weekend, and holiday calls for assistance.
            • Work with and around hazardous chemicals.
            • Wear respiratory protection equipment. 
            Requires sufficient physical strength and agility to inspect equipment operation and maintenance, and to respond to emergency situations.

            KNOWLEDGE AND SKILLS

            The most suitably qualified candidates will possess the following competencies:

            Knowledge of:

            • Principles and practices of management and administration, including planning, scheduling, supervision, training, and budget preparation and control.
            • Proactive maintenance principles, practices, methods, and equipment requirements. 
            • Applicable laws, regulations, codes, and policies.
            • Maintenance of water treatment plant and distribution system equipment and facilities.
            • Principles and practices of computerized Maintenance Management Systems.
            • Principles and practices of budgeting, purchasing, and inventory control.
            • Principles and practices associated with the maintenance of water treatment, transmission, SCADA, and distribution systems; the review of facility designs, plans, and specifications for operational soundness; and capital construction project management.
            • Mechanical, electrical, control system, and hydraulic principles.
            • Safety rules, regulations, and work practices, particularly in reference to hazardous chemicals.
            Ability to:

            • Plan, assign, supervise, review, train, and evaluate the work of subordinate supervisors and staff.
            • Direct the training and evaluation of staff.
            • Manage budget, personnel, and related administrative matters.
            • Direct proactive maintenance programs to support treatment plant and distribution systems operations. 
            • Develop, implement, interpret, and ensure compliance with policies and procedures.
            • Analyze maintenance problems, exercise sound judgment, and develop and implement effective solutions.
            • Read, interpret, and apply data and technical information.
            • Prepare clear and complete records, reports, and correspondence.
            • Establish and maintain effective working relationships with those contacted in the course of work.
            • Advise, counsel, and promote the performance of employees to enable the department to accomplish its goals, and allow individuals to grow and plan for the future of the agency.

            EXAMINATION COMPONENTS

            THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

            1. Review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
            2. A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. Those candidates considered the best qualified will move on to the final step in the examination process.
            3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

            Candidates must attain a qualifying rating on each portion of this recruitment.
