THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will
cancel any existing list and may last approximately one year but can be
extended.

THE POSITION
Under general direction, provides
leadership, plans, develops, and oversees the administration of workforce
education and training programs for assigned areas of the Health Care Services
Agency (HCSA) including county and contractor-provided programs; develops and
evaluates various workforce development programs and statewide initiatives for
the HCSA system including County operated programs, community-based agencies,
health providers, and other stakeholders that provide services in alignment
with the Agency’s mission and vision; and performs related duties as assigned.
These positions are located in the
Health Care Services Agency with one position assigned to the Behavioral Health
Care Services (BHCS) Department and one position assigned to the Human
Resources Department. The position in BHCS reports to the Deputy Director and
the position in Human Resources reports to the Chief Human Resources
Administrator. The positions are responsible for the strategic planning and the
development of resources needed to develop and maintain a culturally competent
and diverse workforce capable of effectively meeting the health needs of the
public.

The minimum professional requirements for admission to the
competitive assessment process include:
Education:
Possession of a Bachelor’s degree from an accredited university in business administration, organizational development, health care administration, social work, counseling, clinical or educational psychology or a closely related field.
AND
Experience:
The equivalent of five (5) years full-time administrative/management experience in community organization, planning and evaluation, and personnel management setting with a minimum of two years planning, developing/designing, coordinating, and administering workforce education and training development programs.
Possession of a Master’s Degree in a related area may substitute for two years of the administrative/management experience.

The examination will consist of the following steps:
1) A review of applicants' applications to verify possession of
minimum requirements.
2) Those candidates who possess the minimum requirements for the
class will move on to the next step in the examination process which is a
review of candidates' Supplemental Questionnaires to select the best qualified
applicants to continue in the process.
3) Those candidates selected as best qualified will move on to the
next step in the examination process, an oral interview examination which will
be weighted as 100% of the candidate's final examination score. The oral
interview examination may contain situational exercises.

EXAMINATION.
