Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

REQUIREMENT: A valid California Motor Vehicle Class A Commercial Driver’s License. Candidates must have a clean driving record from the past eighteen months. A clean driving record consist of no violations. The DMV printout must be dated within the 25 days of this recruitment. Computer printouts will not be accepted. 

MUST BE ATTACHED: Department of Motor Vehicle official printout showing a clean driving record for 18 months, a Tanks (N) endorsement, and a valid Medical Certificate. Please submit all attachments under the RESUME tab, which can only accept one file.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application, Supplemental Questionnaire, DMVPO, Tanks (N) endorsement and a valid Medical Certificate will result in disqualification.

DESCRIPTION



THE AGENCY

Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
Under direction, to operate a self-propelled street sweeper used in sweeping roads and streets; to perform minor and emergency maintenance; and to do related work as required.

Street Sweeper Operators are located in the Maintenance and Operations Department of Public Works. Alone and without immediate supervision, the incumbent operates the County's Street Sweeper sweeping roads and streets in the County. This class is distinguished from the classes of Heavy Truck Driver and Heavy Equipment Operator because the incumbent is primarily required to operate the street sweeper, and operation of other road maintenance vehicles is usually only required during periods of rain, when sweepers are not available, or when needed for other higher priority projects or programs.

Street Sweeper Operators are required to work all shifts included nights, may be assigned to East or West County, must sweep “no parking” areas during specific time periods of short duration, must allow tracking of equipment and work through GPS systems, and may work alternate work schedules such as 4-10s.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years full-time experience as an operator of a self-propelled street sweeper in the maintenance of roads, streets or parking areas.

Or II

One year of experience as a Heavy Truck Driver or higher-level class requiring driving of large, motorized vehicles, and successful completion of the Street Sweeper Operator training course offered by the Maintenance Operations Department in the County Public Works Agency.

License: Possess and maintain a valid California Motor Vehicle Class A Commercial Driver’s License. Candidates must submit evidence from the DMV showing current status of their license at the time of application and must have a clean driving record for the past eighteen (18) months; a Tanks (N) endorsement and a valid Medical Certificate are required for all patterns.

Special Requirement: Federal law and County policy requires that positions in the class of Street Sweeper Operator are subject to post-offer/pre-placement/pre-duty, reasonable suspicion, post-accident, random, return-to-duty and follow-up drug and alcohol testing.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
• The operation and maintenance of a large street sweeper.
• Pertinent provisions of the California Motor Vehicle Code.
• Basic road maintenance techniques, materials and tools.

Ability to:
• Drive with safety and skill.
• Follow oral and written instructions.
• Reliably conducting sweeping tasks without direct supervision.
• Perform minor automotive repairs.
• Complete legible written records such as timesheets, basic reports, logs, etc.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. Review of applicants' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process. 
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
