Introduction

The Department:
The Information Technology Department provides services to County Departments to aid in the effective delivery of IT services that support the business needs of the county. County Information Technology is a vital part of the organization, providing faster and better ways for our employees to do their jobs and for our residents to access our services. We continue to keep our technology current and to work with members and management of all departments to provide the computing capabilities that are needed. 

The Position:
The Information Technology Department at Alameda County is looking for a talented individual to lead the systems and programming division of Alameda County’s Information Technology Department and provide innovative solutions for Alameda County. The Deputy Director has responsibility for planning, directing and managing the activities of management and technical personnel and for insuring consistency of goals, policies, technical and administrative procedures and management direction. The successful candidate will act as a liaison with top County management and information technology staff to assess, plan and deliver innovative business applications and solutions to a full range of customers (public protection, health care, general government, etc.).

DESCRIPTION

Under general direction, plans, directs and manages the activities of one or a combination of the major functions of the Department: Technical Services, Systems Development, Database Management or other major functional areas. In this capacity the Deputy Director is responsible for the supervision and performance evaluation of staff; for the coordination of subordinate activities with other senior managers in the department and for insuring the consistency of goals, policies, technical and administrative procedures and management direction; and perform other related work as required.

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

-Excellent project management, communication, organizational and budgetary skills. 
 The ability to plan, organize, manage and evaluate staff and communicate group activities and project vision
 effectively.
-Strong knowledge of: principles and techniques of personnel management, project management and control 
 development and trends in information technology.
-Budgeting methods for estimating revenue and expenditures; principles and techniques of business analysis
 and application development.
-Strong technical background with proven ability to develop and maintain complex business applications. 
-Ability to analyze, prioritize and make effective use of technology and methods in support of County efforts
 to streamline and automate operations and enable public and employee self service access to information and
 services.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years in the class of Information Technology Manager in the Alameda County service.

Or II

The equivalent of seven years of recent full-time, increasingly responsible experience in programming and systems analysis including at least four years of increasingly responsible supervisory experience with at least two years as a senior manager of a large professional staff of systems analysts and programmers in a large Information Technology environment.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles and techniques of supervision, personnel management, administration, and project management and control.
• Developments and trends in information technology.
• Principles of planning and control as applied to a large data processing installation.
• Budgeting methods for estimating revenue and expenditures, and planning; relationship of budgeting to policy making.
• Principles of systems programming network management, data center operations, systems analysis and programming techniques and methods for cost effective evaluation of systems analysis and programming work.
• Data organization and access methods in computerized systems.
• Estimating methods for hardware and software costs, production costs and systems benefits.
• Relationships of policies and procedures to staff productivity and morale.
• Standard practices for systems development and documentation.
• Methods of assessing training needs of staff.
• Methods of work load management.

Abilities:

• Planning, organizing, directing and controlling a division-size staff include management and technical personnel.
• Formulating systems software, network systems and programming and data center operations strategy to meet departmental goals, developing schedules, work plans and cost controls.
• Directing, assigning, coordinating, reviewing and evaluating the work of staff for maximum productivity.
• Analyzing staffing pattern in terms of career development and turnover to estimate recruiting and training needs.
• Assessing workload of sections and activities, reassigning staff and evaluating and modifying work assignments as necessary.
• Communicating technical information technology concepts, problem solutions and project progress and needs in a timely and understandable fashion to non-technical policy-makers in the County.
• Identifying and analyzing problems; drawing logical conclusions, developing effective courses of action.
• Understanding and considering the impact of organizational, management, administrative and personnel aspects of information systems design; resolving related problems, and making appropriate recommendations.
• Applying principles of cost benefit analysis and cost effectiveness to data processing activities.
• Working effectively with superiors and subordinates, other information systems managers and staff, personnel from customer departments and CAO analysts.
• Gathering and analyzing data, drawing sound conclusions, preparing clear, concise written reports, and making effective verbal presentations.
