Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line.

 

 

 

DESCRIPTION

THE AGENCY

The Alameda County Library provides library services from ten branch libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Outreach services are provided through the Bookmobile, the Literacy Program, the Senior Outreach Program, and the County Jails.  

 

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian Carmen Martinez and the Board of Supervisors on library services.  

 

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services. The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends or Library League groups in each community support library programs and services.

THE POSITION

Under the general direction of the Deputy County Librarian or a Principal Librarian, assumes staff advisory responsibility for the development and coordination of library service programs.  This position will coordinate branch operational service functions in the following areas as a member of the administrative staff:

  • Circulation Services
  • Sunday Services
  • Services-As-Needed Staff
  • Staff Scheduling
  • Accessibility Services

This position works a Sunday - Thursday schedule.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of two years' full-time experience as a Librarian II, having developed expertise relevant to the position.

Or II

Experience:

The equivalent of 18 months full-time experience as a Librarian III, having developed expertise relevant to the position.

Or III

Experience:

The equivalent of one-year full-time experience as a Supervising Librarian I in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts), having developed expertise relevant to the position.

Or IV

Education:

Possession of a master's degree in Library Science or Public Administration awarded by an accredited college or university,

And

Experience:

The equivalent of three years' full-time, responsible professional library experience, having developed specialized knowledge in a particular field or the equivalent of three years’ full-time program experience in a professional environment. Supervisory experience is desirable.

Special Requirements:

Incumbents of this class may be assigned to work schedules including weekend and/or evening shifts.

In addition to meeting the minimum requirements above, this position requires that applicants possess the equivalent of one year full-time experience, within the last 5 years, either providing or supervising staff providing library circulation services.

The most suitably qualified candidates will possess the following competencies:

• Principles and practices of librarianship as applied to a public library system.
• Public library programs and their relationship to community needs.
• Current standards of library reference and services and familiarity with Adult, Teen and Children’s literature.
• Library reference and circulation methods, technology, procedures and organization.
• Principles of supervision and training.

• Plan and organize.
• Analyze and problem solve.
• Make decisions through weighted judgment.
• Direct, manage, and centralize coordinated tasks and duties.
• Lead and direct change.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1)  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. Only the most suitably qualified candidates will move forward in the exam process.

3)  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
