IN ADDITION TO COMPLETING AN ONLINE APPLICATION AND SUPPLEMENTAL QUESTIONNAIRE, APPLICANTS MUST ALSO SUBMIT THE FOLLOWING:

1. A DMV printout showing current status of their Class A Commercial Driver's License and proof of a clean driving record for the past eighteen (18) months.  The DMV printout must be dated within the following period (Wednesday, May 10, 2017 through Monday, June 5, 2017).

2. A Tanks (N) Endorsement

3. A valid Medical Certificate

COMPUTER PRINTOUTS WILL NOT BE ACCEPTED.  FAILURE TO SUBMIT ALL OF THE MATERIAL LISTED ABOVE WILL RESULT IN DISQUALIFICATION FROM THIS RECRUITMENT.

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department within the one day filing period noted above. Postmarks are not accepted. DESCRIPTION

THE AGENCY

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.

Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION

Under direction, to drive a truck used in road and flood control maintenance and construction work, loading and unloading as necessary; and to do related work as required.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of full-time experience as a Truck Driver in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of two years of full-time experience as a Laborer or an equivalent or higher level construction/maintenance type class in the Alameda County classified service. (Non- classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or III

The equivalent of two years of full-time experience as a Truck Driver in construction or road maintenance work.

License:

Possess and maintain a valid California Motor Vehicle Class A Commercial Driver’s License. Candidates must submit evidence from the DMV showing current status of their license at the time of application and must have a clean driving record for the past eighteen (18) months; a Tanks (N) endorsement and a valid Medical Certificate are required for all patterns.

Special Requirement:

Federal law and County policy require that positions in the class of Heavy Truck Driver are subject to post-offer/pre-placement/pre-duty, reasonable suspicion, post-accident, random, return-to-duty and follow-up drug and alcohol testing.

Working Conditions:

• Heavy Truck Drivers are subject to 24-hour call out and must actively participate in the program.
• Work outdoors in all weather conditions
• Subject to intense heat while applying chipseals, asphalt, crackseats, etc.
• Work on uneven surfaces.
• Subject to loud noises.
• Work in confined spaces.
• Contact with dust, dirt, poisonous plants, dead and live animals, used syringes and condoms, feces, urine, chemicals, paints, petroleum products, etc.
• Work in high traffic areas.
• Subject to climbing ladders, working from heights, working in moving water, bending, stooping, lifting heavy objects, crawling through small spaces, working overhead, etc.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• CA Biennial Inspection of Terminal (BIT) regulations pertaining to Class A Drivers, Including Hours of Service, Daily Vehicle Inspection reports and Drivers Logs
• Pertinent provisions of the California Motor Vehicle Code.
• Basic road maintenance methods, materials and tools.
• Basic preventive maintenance.
• Proper loading and trailering techniques.
• Relevant construction safety procedures.

Ability to:

• Follow oral instructions.
• Follow written instructions.
• Read and write English.
• Drive safely and skillfully.
• Perform relatively heavy manual labor.
• Detect and correct minor mechanical problems.
• Act as lead for a small crew.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications and Supplemental Questionnaires to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.  

2) A performance test which will be weighted as 100% of the candidate's final examination score.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
