THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.
Qualified applicants must be current County employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office) by Monday, January 29, 2018. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.
Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.
Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

THE VACANCY:
The immediate vacancy is within the Alameda County Health Care Services Agency. However, the eligible list resulting from this recruitment may be used by any department needing to fill a vacancy.
THE HEALTH CARE SERVICES AGENCY:
The Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. THE POSITION:
Under general direction, provides supervision for financial and administrative services and operational support functions in County departments or agencies; provides complex professional-level services in the areas of budget development and processing, contract negotiation and administration and grants management; facilitates the implementation of a variety of programs and projects; and, does related work as required.Please CLICK HERE to view the full job description.
EITHER
Experience:
The equivalent to two years of full-time experience at the level of or higher than the class Financial Services Specialist II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).
Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may be substituted for six (6) months of the required qualifying experience for the internal patterns.
OR
Education:
The equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, economics, financial planning or a field related to the work.
(Additional professional or paraprofessional financial planning and support experience may be substituted for the education on a year-for-year basis.)
AND
Experience:
The equivalent to two years of full-time professional-level experience in independently performing financial planning or analysis, budget development and processing, contract negotiation and administration and/or grants management at a level equivalent to or higher than the County class of Financial Services Specialist II in the Alameda County classified service. Some prior lead or supervisory experience is desirable.
License: Possession of a valid California Motor Vehicle Operator’s license.

The most suitably qualified candidates will possess the following competencies:
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1) A review of candidates' applications to verify the possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
