Senior Program Specialist (Promotional)

Introduction

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.

YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY.

The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by Monday, February 5, 2018.

A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

Applications and Supplemental Questionnaire must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE POSITION

Under direction, to plan, supervise, review and evaluate the work of program operational support or service delivery staff; to provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs; to act as County liaison with service providers and funding sources and ensure that program regulations and procedures are followed; and to do related work as required.

IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • An experienced program manager with the capacity to oversee programmatic and project activities, including the design, implementation, oversight and report preparation for ongoing programs and projects; ability to review and interpret data or deliverables as they relate to general quality assurance and improvement areas; and who can coordinate the related resources, personnel;
  • Someone with the capacity to be a supportive supervisor who can instruct, focus, guide, and manage others in accomplishing performance and work objectives aligned with organizational goals;
  • An effective decision maker who can identify and understand issues, problems, and opportunities; who compares data from different sources to draw conclusions; who uses effective approaches for choosing a course of action or developing appropriate solutions; and who effectively solves problems by taking action that is consistent with available facts, constraints, and probable consequences;
  • Someone with the ability to strategically plan for and organize program operations by establishing a course of action for self and others to ensure work is completed;
  • A collaborative spirit who believes in and inspires teamwork and will actively participate as a member of a team to contribute successfully to the completion of goals;
  • An effective communicator who clearly conveys information and ideas presented verbally and in writing to diverse audiences; who interacts with others by relating well to people from varied backgrounds and in different situations; and who exemplifies understanding, courtesy, tact, empathy, concern, and politeness; and
  • The ability to work cooperatively with internal and external partners to accomplish the objectives of building and maintaining mutually beneficial relationships and partnerships.

VACANCIES

The current vacancies are within the Sheriff's Office.  However, the eligible list resulting from this recruitment may be used by any department needing to fill a vacancy.

MINIMUM QUALIFICATIONS

Education:

The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business, public administration, social science or a field related to the program area to which assigned.

Education:

(Additional experience in providing direct services to clients or in program planning and evaluation may be substituted for the education on a year-for-year basis.)

AND

Experience:

The equivalent to two years of full-time professional level work with independently planning and evaluating client service delivery programs at a level equivalent to or higher than Program Specialist or Program/Financial Specialist in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles, practices, funding sources and administrative requirements in the program area to which assigned.
• Principles and practices of program planning and evaluation.
• Principles and practices of direct client service delivery.
• Practices and techniques of programmatic analysis and report preparation.
• Applicable federal, state and local laws, rules and regulations.
• Computer applications related to the work.
• Office administrative practices and procedures, including records management and the operation of standard office equipment.

• Basic supervisory principles and practices.

Ability to:

• Plan, supervise, review and evaluate the work of others.
• Train others in work procedures.
• Plan, monitor and evaluate program and service delivery effectiveness in the programmatic area to which assigned.

• Interpret, explain and apply complex regulations, policies and procedures.
• Prepare clear, accurate and effective reports, correspondence, policies, informational brochures and other written materials.
• Represent the department and the County in meetings with others and make effective presentations to diverse groups.
• Organize and prioritize work and meet critical deadlines.
• Maintain accurate records and files.
• Exercise sound independent judgment within established policies and guidelines.
• Establish and maintain effective working relationships with those contacted in the course of the work.

Licenses:

Specified positions may require possession of a valid California driver's license. Specified positions may also require licensure or certification in the programmatic area to which assigned.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
