Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.

DESCRIPTION

THE COUNTY

THE HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. THE POSITION

Under direction, and supervision from a Medical Record Administrator or Quality Assurance Officer, to perform difficult and highly specialized technical medical record tasks; may supervise and direct clerical staff; and do related duties as required.

 

THE VACANCY

Currently there is one vacancy in the Behavioral Health Care Services division which provides both mental health and substance use disorder treatment to consumers in Alameda County, however the eligible list resulting from this recruitment may be used for future vacancies as they occur.

  • Strong background assigning, training, supervising, supporting, and reviewing the accuracy of work of a clerical personnel unit(s); ensuring that a unit is in compliance with mandated laws and standards;
  • Strong leader who aligns the organization’s vision and values by inspiring, advising, and facilitating goal accomplishment, with the ability to train and develop staff.
  • Planning, organization, and keen attention to detail; watchful over job processes, tasks, and work products to ensure accuracy.

  • Substantial experience utilizing and understanding an electronic medical records database, and performance of Quantitative and qualitative analysis and audits of medical records
  • Knowledge of rules, regulations, laws and standards related to medical records, release of information, and patient confidentiality
  • Essential knowledge of medical terminology, coding, and analysis as it relates to physical health care and behavioral health care
  • Knowledge of Standard nomenclature and the classification system used in medical record libraries for coding and classifying diseases and medical procedures.
  • Statistical analysis methods and procedures used in a medical records department.
  • Gathering, abstracting, and analyzing data to make decisions and solve problems.
  •  Flexibility and adaptability.

MINIMUM QUALIFICATIONS

CERTIFICATION:

Certification by American Health Information Management Association (AHIMA) as a Registered Health Information Administrator (RHIA).

 

OR

 

Eligibility to take accreditation examination for Registered Health Information Administrator (RHIA) given by the American Health Information Management Association (AHIMA). (Eligibility for accreditation is by successful completion of the academic requirements, at the baccalaureate level, of a Health Information Management (HIM) Program accredited by the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM) or graduate from an HIM program approved by a foreign association with which AHIMA has a reciprocity agreement. Must successfully pass exam within one year of county appointment.

• Statistical methods and procedures used in a hospital and medical records department; statistical analysis techniques.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:  1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process; 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process; 3) An oral examination which will be weighted as 100% of the candidate's final examination score. The oral examination may contain situational exercises.
