THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.
Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by May 30, 2017. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

THE AGENCY
The Community Development Agency mission is to enhance the quality-of-life of the County residents and plan for the future well- being of the County's diverse communities; to balance the physical, economic, and social needs of the County residents through land use planning, environmental management, neighborhood improvement, and community development; and to promote and protect agriculture, the environment, economic, vitality and human health.
THE POSITION
Under general direction, to plan, organize and administer the Operations and Management Services Department of the Community Development Agency; to assist and advise the Director, Community Development Agency and other managers in matters related to strategic focus, human resource services management, processes and systems, allocation of resources, and to do related work as required.
This position reports to Community Development Agency Director and is primarily responsible for the development of objectives, strategies and tactics necessary to accomplish organizational goals and has the authority to draw upon resources from any of the functional departments to accomplish these initiatives. This position is directly responsible for legislative analysis, media inquiries, County analysis, contract administration, human resource services management, administrative services for the Agency and supervision of information technology division.

• Legislative analysis techniques.
Ability to:
• Plan and conduct complex and sensitive administrative and operational studies.
• Identify management and operational problems, investigate and evaluate alternatives and implement effective solutions.
• Interpret, explain and apply complex policies, regulations, and procedures.
• Direct the work of staff.
• Prepare clear, accurate and effective reports, correspondence, policies and other written materials.
• Interpret and apply Federal, State and County regulations for administering programs to ensure compliance with program requirements.
• Work effectively with senior management, County staff members of commissions, joint powers authorities and various boards.
• Provide effective leadership.
• Manage and direct human resources towards accomplishing Agency goals.
• Communicate effectively both orally and in writing.
THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
