Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

THE AGENCY

The Community Development Agency's mission is to enhance the quality-of-life of County residents and plan for the future well-being of the County's diverse communities; to balance the physical, economic, and social needs of County residents through land use planning, environmental management, neighborhood improvement, and community development; and to promote and protect agriculture, the environment, economic vitality and human health.

THE POSITION

Under close supervision, incumbents in this class are responsible for the performance of professional duties which involve technical and analytical work in economic development and community revitalization programs and performing related duties as required.

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

• Identifying and understanding issues, problems, and opportunities.

• Clearly conveying information and ideas through a variety of media to individuals or groups.

• Developing and using collaborative relationships to facilitate the accomplishments of work goals.

• Using appropriate interpersonal styles and techniques to gain acceptance of ideas or plans.  

• Able to attend night and/or weekend meetings.

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor’s degree from an accredited college or university with a major in business or public administration, behavioral science, social science, political science, urban studies, education, marketing, economics, environmental sciences, geography or a related field. If Bachelor’s degree is in a related field, applicant must show academic studies nexus to economic development or community revitalization.

And
Experience:

One year full-time community or program planning experience in an economic development or community revitalization program.

Special Requirements:

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and/or weekend meetings.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles and practices of economic development, commercial revitalization, land use and entitlements, and real estate development.
• Federal, state and local regulations associated with business district and neighborhood improvement, including the California Redevelopment Law.
• Procedures and guidelines associated with redevelopment law, real estate finance, marketing and business attraction strategies.

Ability to:

• Interpret laws, regulations, and policies pertaining to assigned programs.
• Gather and analyze basic data.
• Plan and prepare materials to be used in promotional materials.
• Apply provisions of technical assistance regarding grant-funded programs.
• Plan and coordinate effective citizen participation groups.
• Understand, interpret, and apply the provisions of basic government.
• Reason logically, draw valid conclusions, generate and evaluate alternatives.
• Establish and maintain effective relations with community service agencies, civic groups, the general public and fellow staff members.
• Communicate effectively in orally and in writing to individuals and groups of various organizational and socio-economic level.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications and supplemental questionnaires to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
