Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. A properly completed Supplemental Questionnaire must be submitted with each application.

DESCRIPTION

HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and the Office of the Agency Director. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.

There are currently two (2) immediate vacancies, one (1) in the Office of the Agency Director and one (1) in the Public Health Department. However, this recruitment will establish an eligible list for Countywide use and therefore the eligible list resulting from this recruitment process may be used by any County department or agency needing to fill a vacancy in this classification for up to one year from the date the list is established.

PUBLIC HEALTH DEPARTMENT
Alameda County Public Health Department has worked for over 80 years to improve the health and safety of its residents and the neighborhoods they live in. Traditional public health concerns such as disease outbreaks, environmental hazards and access to health care have been joined by contemporary concerns: bioterrorism, crime, violence, and substance abuse. THE POSITION

Under direction, to plan, direct and review the work of a small professional staff; to plan, design and conduct operational, policy and programmatic studies; to recommend and assist with the implementation of program, policy and procedure modifications; to assist with the general administrative support of the organizational unit to which assigned; and to do related work as required.

 

IDEAL CANDIDATE

In addition to the minimum qualifications and knowledge and skills listed below, ideal candidate for these position will have demonstrated a track records of success analyzing big data, and providing complex analysis and report writing using advanced technology to support the implementation and modification of public service programs, policies and procedures.  These positions are most suitable for strategic thinkers who can easily lead others in programmatic, and organizational change initiatives.

Additionally, the ideal candidate will have the:

  • Ability to convert big data into clear presentation deliverables
  • Strong analytics and system thinking to inform and conduct daily work
  • Experience with data analytics and an ability to connect research questions to data systems
  • Ability to define and implement effective protocols and practices
  • Ability to coordinate and manage work with multiple competing priorities or perspectives
  • Excellent written and oral communication skills, including the ability to communicate complex information to various audiences
  • Focused on guided others in accomplishing work objectives.

 

MINIMUM QUALIFICATIONS

Either I:

Experience:

The equivalent of one year of full-time experience equivalent to or higher than the class of Management Analyst in the Alameda County classified service.

Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

Or

II:

Education:

The equivalent to graduation from a four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work.

(Additional professional or para-professional administrative services experience may be substituted for the education on a year-for-year basis.)

AND

Experience:

The equivalent to one year of full-time, professional-level experience in the planning and conduct of management, operational, policy or programmatic analyses and studies, preferably in a public agency setting.


Licenses:

Specified positions may require possession of a valid California driver's license.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

• Prepare clear and accurate reports, correspondence, procedures, policies and other written materials.
• Represent the department and the County in meetings with others.

• Establish and maintain effective working relationships with those contacted in the course of the work.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
