THE EXAMINATION

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

THE AGENCY

The Alameda County Social Services Agency is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through five departments: Agency Administration and Finance; Adult, Aging and Medical Services; Children and Family Services; Workforce and Benefit Administration; and Policy Office. The Agency assists approximately 11.3 percent of Alameda County's residents. Benefits programs contribute over $278 million to the local economy through cash assistance and CalFresh (formerly known as Food Stamps). Every month, more than 52,000 people receive CalWORKs (assistance for families with children), CalFresh and General Assistance. Every month health insurance is made available to more than 78,000 people through the Medi-Cal program. More than 11,000 frail, elderly and disabled individuals receive in-home care, adult protection and support managing their affairs monthly and 16,000 seniors will receive services through the Area Agency on Aging throughout the year. 3,700 children are in foster care. More than 1,600 reports of child abuse or neglect are filed with SSA each month. Emergency shelter is made available to 415 people nightly.

THE POSITION

Under general direction, plans, implements and manages agency-wide staff training and development programs within the Social Services Agency through in-house professional staff or contracted training; identifies and defines training needs and objectives; consults and provides technical assistance to the two other program training departments in the agency; and performs related work as required.

This is a management classification responsible for coordinating and establishing training programs and curriculum development for all levels of Social Service Agency staff in all departments. This class is distinguished from the lower level class of Staff Development Specialist in that this class supervises and directs professional and clerical staff, provides oversight of contracts and contractors, and consults and provides technical assistance to the two program training departments in the agency.

Communication: An effective communicator, with an exceptional skill to engage an audience and clearly convey information and ideas.  

 

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years of full-time experience in the classification of Staff Development Specialist or in an equivalent or higher level classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Education:

A Bachelor’s degree from an accredited college or university with major course work in education, teaching or training, social work or human development.

AND

Experience:

The equivalent of three years of full-time supervisory or lead experience in a teaching or training capacity in a work unit related to social services. (Additional related experience may be substituted for the required education on a year for year basis.)

KNOWLEDGE AND SKILLS

• Effective principles of supervision including personnel management, coaching and development and performance appraisal.

• Operation and application of automated systems and software programs related to staff development issues.

Ability to:

• Understand and lead professional staff and ensure that they are setting and meeting appropriate priorities for the Agency’s changing workforce.
• Work collaboratively with department heads, community members, department managers and frontline staff to understand their training needs and expectations and to successfully implement and maintain a staff development team.
• Address competing needs across programmatic, departmental and Agency boundaries.
• Identify and interpret changes in legislative, regulatory and administrative policy, procedures or requirements as they relate to the Agency-wide staff development program.
• Make effective oral and written presentations and facilitate meetings.
• Perform basic budgetary and financial record keeping.
• Design, plan and implement needs assessments and training evaluation.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the candidates’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

Selection Plan
