THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

The Hayward Area Recreation and Park District, known locally as “H.A.R.D.," is an independent special use district created to provide park and recreation services for over 280,000 residents. Our boundaries encompass a 100 square-mile area, which includes the City of Hayward and the unincorporated communities of Castro Valley, San Lorenzo, Ashland, Cherryland, and Fairview. In 1944, representatives of the City of Hayward, various school districts, and local civic organizations developed a proposal for establishment of the Hayward Area Recreation and Parkway District. When an initiative was placed on the November 7th ballot, the residents voted overwhelmingly for the creation of the District, which was officially formed on December 11, 1944. In 1958, the District changed its name to the Hayward Area Recreation and Park District, and has become the largest recreation district in the State of California. Since its creation, the District has provided residents with many beautiful facilities and parks, many of which have received national and state recognition for their design, innovation and beauty, as well as hundreds of educational and recreational classes and programs



The Parks Supervisor is the division head and directs all phases of landscape work district-wide. The Parks Supervisor is required to be able to effectively handle, with minimal supervision, grounds personnel from hiring, training and evaluating the employees to participating in the discipline of employees. The Parks Supervisor is also required to plan and carryout landscaping jobs from sketches, plans or from general instructions given by the Parks Superintendent. This class differs from the Park Maintenance Foreman and Equipment Operator Foreman classes by the latter classes having responsibility for a crew, while the Parks Supervisor is responsible for the entire Grounds Division.

Under general direction, to supervise the operations of the Grounds Division of the Parks Department, to include the supervision of landscaping, planting, repair and maintenance of park equipment, including District vehicles, grading and drainage of park areas, and overall maintenance of parks; to provide high quality customer service; and to perform related duties as required


A combination of training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed). A person with the following combined training and experience would typically qualify to compete in a selection process:

Education: Possession of a Bachelors degree from an accredited college or university in Horticulture or a related field,


Certification: Certification as an Arborist, Qualified Applicator, Irrigation Auditor or other related certification.




The equivalent of two (2) years experience in the class of Park Maintenance Foreman or  Equipment Operator Foreman or an equivalent or higher level maintenance class in the Hayward Area Recreation and Park District Service.



The equivalent of four years of increasingly responsible experience in the planting and maintenance of trees, park and landscape areas, including administrative and supervisory duties.

License: A valid California Motor Vehicle operator’s license and a good driving record.

Special Requirements:

Current Cardio Pulmonary Resuscitation AED and First Aid Training Certificate within six months of employment.

Certification as an Arborist by an accredited organization is desired. Pest Control Adviser Certification desired.

The most suitably qualified candidates will possess the following competencies:

Knowledge of: 

Principles and practices of supervision. 

Landscaping principles. 

Laying out, grading, drainage and working of ground areas from totally uncultivated to finished condition including the establishment and maintenance of turf. 

How to plant shrubs and trees in this climate zone and their proper care. 

The use and application of fertilizers. 

Principles of Integrated Pest Management practices and the proper use of pesticides and applicable pesticide regulations. 

Operation and maintenance of gardening tools and power equipment. 

Care, maintenance and layout of athletic fields. 

Safe work methods and safety practices. 

Computer operations related to the work.

Ability to: 

Supervise the work of full-time, hourly, volunteer and court appointed workers. 

 Establish and maintain effective working relationships. 

Be proactive in problem solving. 

 Prepare and maintain a variety of written records and reports pertaining to the work. 

Communicate effectively, both orally and in writing. 

Manage and prioritize work. 

Represent the District to other agencies, user groups, the general public and private contractors. 

Exhibit a high customer service priority. 

Establish and maintain effective communications with co-workers at all levels of the organization. 

Within CALOSHA guidelines, withstand periods of physical exposure to the presence of fumes, odors, dust and pollen without incapacitating adverse effect. 

Safely transport, lift objects weighing up to forty (40) pounds. 

Recognize safety needs. 

Work with minimal supervision.


The examination will consist of the following steps:

  1. A review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.
